Vacating Part of Delwood Plat Recommendation: Board approve the application of Jon Glover to vacate a portion of right of way in the Delwood Plat Subdivision, accept the exchange of property, and authorize the Chairman to execute the necessary documents.
Amendment to LDR's - 1st Reading Recommendation: Board to conduct a legislative public hearing to consider a proposal to amend Sections 108 (Existing/Non-conforming Uses), 1305 (Fences, Hedges and Walls), 1702 (Development Order Required), 1711 (Permits from Other Agencies), 1803 (Development Review Procedures), 1911 (Tree Protection), 2302 (Land Clearing), 2303 (Adequate Grading), and 3005 (General Sign Standards) of the Land Development Regulations. In January of 2011, the Board directed the County Manager to review existing rules and regulations in place to see if there are improvements that could be made to reduce the burden of government on our customers.
SSA Skunk Valley & Raccoon Roads Recommendation: Board to conduct a public hearing to consider a proposal and take action on a Small-Scale Amendment to the Bay County Comprehensive Plan, Future Land Use Map, Application No. PZ 11-177. The 7.80+/- acre site is located at southwest corner of Skunk Valley Road & Raccoon Road, in the Sand Hills / Lake Merial area.
ZC Skunk Valley & Raccoon Roads Recommendation: Board to conduct a quasi-judicial public hearing pursuant to Section 307 of the Land Development Regulations and take action on a proposed zone change, Application No. PZ 11-178. The 7.80+/- acre parcel is located at the southwest corner of Skunk Valley Road & Raccoon Road, in the Sand Hills / Lake Merial area.
K. RECESS L RECONVENE AS UTILITY REGULATORY AUTHORITY County Attorney 13. Regulatory Authority Order on Sale of Bayside and Sandy Creek Recommendation: Conduct a meeting of the Bay County Utility Regulatory Authority and authorize the sale of the Sandy Creek and Bayside Utilities, authorize the forbearance of regulatory assessment fees, and authorize the termination of the Certificates of Authorization, all subject to closing.
M. RECESS N. RECONVENE AS BOARD OF COUNTY COMMISSION O14. Resolution Authorizing Sale of Utilities Recommendation: Board adopt resolution approving the sale of Sandy Creek and Bayside Utilities and acknowledging resolution of all claims with the utilities. Bayside Utility Services, Inc. has a contract to sell the Bayside System to Panama City Beach. Sandy Creek Utilities Services, Inc. has a contract to sell the Sandy Creek System to the City of Callaway. The County has received copies of the fully executed asset purchase agreements for both systems. The County has offered to pay $175,000.00 toward the purchase of each system, for a total of $350,000.
Franchise Agreement with Panama City Beach Recommendation: Bayside Utilities Services, Inc. entered into a purchase and sale agreement with Panama City Beach to sell the Bayside System. In order for the Beach to serve this area and recoup the costs of acquisition the Franchise needs to be amended to include Bayside.
North Bay Wastewater Collection System Improvements Recommendation: Board approve a task order for a not to exceed price of $220,405.00 to Preble-Rish, Inc. for design and construction services necessary to provide central sewer service to areas of Southport. Preble-Rish, Inc. designed the Wastewater Treatment Facility and off-site infrastructure for the Gulf Coast Electric Co-Op and thus is very familiar with the necessary requirements to activate the pumping stations and allow for optimal performance of the wastewater treatment facility; de-activation of 200 plus septic tanks in the Southport area, and the availability/activation of a public central sewer system in Southport.
Confirm Appointment of 9th Member Recommendation: Board confirm the recommendation of the Tourist Development Council (TDC) to re-appoint Mr. Andy Phillips, for a four-year term, as the 9th member of the TDC.
