1.Budget Amendment Recommendation: Board adopt a resolution amending the Fiscal Year 2011-2012 Budget. Public Works 2. NSA Grant for Northern Gate Recommendation: Board review and approve the Defense Infrastructure Grant with Enterprise Florida, Inc.; and authorize the Chairman to sign the agreement on behalf of the Board. In coordination with County staff, the Bay Defense Alliance and NSA submitted a Florida Defense Infrastructure Grant Application to Enterprise Florida, Inc. (EFI) for a northern exit from the base. Purchasing 3. Patronis Elementary School Multi-Use Path Contract Award Recommendation: Board: Award the base bid to C.W. Roberts Contracting, Inc. with Alday— Howell Engineering Inc. for the design and construction of the Patronis Elementary School Multi-Use Path in the amount of $242,250.00; and, 2) Authorize contingency and testing funds in the amount of $24,200 (10%). Zoning 4. JLUS Grant Implementation Recommendation: Board execute an agreement with the firm of Wilson Miller, Inc for a fee of $118,000 to assist Bay County in the implementation of the 2009 Naval Support Activity Joint Land Use Study. The Office of Economic Adjustment of the U.S. Department of Defense will provide 100% of the funding. 5. LPA Chapter 11 CIP Text Amendment Recommendation: Board consider a proposed amendment, LPA 11-06, to amend the text of Chapter 11 Capital Improvements Element and the Capital Improvements Plan (CIP) of the Bay County Comprehensive Plan, and decide whether to adopt, adopt with changes, or not adopt the proposed amendment. Regulatory Authority Order of Fee Recommendation: Authorize the sale of the Sandy Creek and Bayside Utilities, authorize the disposition of regulatory assessment fees, and authorize the termination of the Certificates of Authorization.
County Manager 7. TDC Board Appointment Recommendation: Board to re-appoint Buddy Wilkes, County Non-Collector and Mike Bennett, City Collector member to the Tourist Development Council. County Attorney 8. Project Primero QTI Tax Refund Recommendation: Board consider authorizing an amount not to exceed $180,000 as 20% local matching funds for Project Primero under Florida's Qualified Target Industry Tax Refund (QTI) economic incentive program and adopt the attached resolution approving Project Primero as a qualified applicant.

Eastern Shipbuilding Ad Valorem Tax Exemption Recommendation: Board conduct a public hearing to consider adopting an ordinance granting an ad valorem tax exemption to Eastern Shipbuilding Group, Inc. for certain tangible personal property, as an expanding business. The Bay County Economic Development Alliance recommends the exemption for the purchase of the new equipment (approximately $17 million in new cranes to support Eastern's expansion as well as creating 200 new jobs). County Attorney 10. Franchise Agreement with PCB for Bayside Recommendation: Board to conduct a public hearing and amend the franchise agreement with Panama City Beach to include the Bayside area. Bayside Utilities Services, Inc. entered into a purchase and sale agreement with Panama City Beach to sell the Bayside System. In order for the Beach to serve this area and recoup the costs of acquisition the Franchise needs to be amended to include Bayside.
