APPROVAL OF MINUTES PRESENTATIONS: Arson Awareness Week Proclamation Mental Health Month Proclamation Gulf Coast Workforce Board Update PUBLIC PARTICIPATION
Florida Gas Transmission Encroachment Agreement Recommendation: Board accept the Encroachment Agreement with Florida Gas Transmission Company and authorize the Chairman to execute the document. Lake Merial, Inc. is constructing a force main that will service the Lake Merial area and upon completion of the construction, the County will own the force main. The force main crosses an easement granted from Lake Merial, Inc., to Florida Gas Transmission Company. Quit Claim Deed – Southport Fire Department Recommendation: Board accept the Quit Claim Deeds executed by the Southport Volunteer Fire Department and Hunt Oil Company for the land and building located at 2115 Highway 2321, Southport, Florida, for the continuing operation of Fire Station 8, and the Assignment of Restitution, and authorize the Chairman to execute the necessary documents. Bright Avenue Quit Claim Deed Recommendation: Board: 1) Accept the Quit Claim Deed for the additional right-of-way on Bright Avenue; and, 2) Authorize the Chairman to execute the legal instruments. Part of the existing Bright Avenue roadway lies outside dedicated right-of-way Liquid Sludge Hauling and Disposal Recommendation: Board: 1) Award the Liquid Sludge Hauling and Disposal contract to R&E Farms LLC and 2) Authorize the Chairman to sign a 3-year contract (with a one-year renewal option) with R&E Farms LLC. Revenues & Expenditures & Tax Certificate Refunds/Cancellations Recommendation: Board acknowledge receipt of reports.
Bay County Economic Incentive Program Recommendation: Board approve in concept and direct staff to begin development of an economic incentive program to bring targeted industries in order to create jobs in Bay County.
Resurfacing Kingswood & New Church Roads Recommendation: Board: 1) Award the Alternate Bid for the FY11 Resurfacing – Phase I (Kingswood & New Church Roads) Project to C.W. Roberts Contracting, Inc. for $785,177.55; and 2) Authorize contingency and testing funds for $47,110.00 (6%).
Bay County Sheriff’s Office Roof Replacement Recommendation: Board: 1) Award the Bid for the Bay County Sherriff’s Office (BCSO) roof replacement to C & C Constructors of NWFL for $174,600; and 2) Authorize contingency funds for $10,476 (6%).
Limerock Base Material Price Increase Recommendation: Board 1) approve vendor’s request for price increase on limerock base material caused by the increase in the cost of diesel fuel or 2) cancel our current contract and re-bid.
JPA with FDOT for West Bay Bridge Project Recommendation: Board: 1) Approve the Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for the West Bay Bridge Improvement Project Design; and, 2) Approve Panama City Beach request to administer the project; and 3) Authorize the Chairman to sign the agreement and resolution.
1st Reading – Revised Cell Tower Regulations Recommendation: Board to conduct a public hearing to consider a proposal to amend Section 2710 of the Land Development Regulations addressing new standards for wireless communication facilities (cell towers).
