Recommendation: Board approve and authorize the Chairman to execute a three-year contract rate agreement with the Florida Department of Revenue for the State to pay two-thirds of the cost of the Sheriff serving process in child support enforcement cases. The current agreement expires at midnight, June 30, 2011. Board approve a Bond Resolution to extend the deadline for converting the North Bay Water/Wastewater Bond Anticipatory Notes to December 1, 2011. Board consider and approve First Addendum to Lease and License Agreement to allow Coastal Parasail, Inc. to install and maintain observation telescopes on the M. B. Miller Pier, and authorize the Chairman to sign the addendum. Board authorize the Chairman to approve the Department of Homeland Security Agreement. This grant will provide funding planning and training purposes of emergency management/emergency responders. Board acknowledge receipt of reports.
Board give Staff direction on surplus property located at 4000 Frankford Avenue. Florida Department of Environmental Protections has notified the county that the state land is available for lease or purchase.
Board award the bid to R&E Farms, LLC, and authorize the Chairman to execute the contract with R&E Farms, LLC, for the hauling and disposal of dewatered sludge from the Advanced Wastewater Treatment Facility (AWT).
Board to reject all bids for the installation of an impermeable exposed geomembrane cover (EGC) over trash cells A and B located at the Steelfield landfill, due to the unanticipated high cost of resin products, a major component of the cover.
Board to appoint members of Bay County Animal Control Advisory Committee. Each commissioner shall appoint one member, whose term runs concurrent with the commissioner making the appointment.
Board to conduct public hearing and adopt an ordinance amending Ordinance No. 10-22 to correct a clerical error which did not include required amendments to Table 3A and Maps 3.7 and 3.8 of the Comprehensive Plan.
Board to conduct a public hearing to consider a proposal and take action on a Small-Scale Amendment to the Bay County Comprehensive Plan, Future Land Use Map, Application No. PZ 11-016. The 2.14+/- acre site is part of a 20.75+/- acre parcel with an address of 6422 Grassy Point Road, located in the Southport area.
Board to conduct a quasi-judicial public hearing pursuant to Section 307 of the Land Development Regulations and take action on a proposed zone change, Application No. PZ 11-017. The 2.14+/- acre site is part of a 20.75+/- acre parcel with an address of 6422 Grassy Point Road, in the Southport area, from the “AG-1” Agriculture zone district to the “R-5A” Multi-Family Light.
Board to conduct a public hearing to consider transmittal of a proposed large-scale Comprehensive Plan map amendment to the Department of Community Affairs for analysis, Application No. LPA 11-01-DRI, located near the entrance of the Bay Point DRI site, south of Broward Street.

The Bay County Board of County Commissioners will convene an attorney-client session pursuant to Section 286.011, Florida Statutes to discuss matters involving an administrative claim filed by Bay County with the Oil Spill Liability Trust Fund (OSLTF) administered by the National Pollution Funds Center (NPFC) under the Federal Oil Pollution Act of 1990 for recovery of certain Tourist Development Tax losses and damages suffered as a result of the Deepwater Horizon Oil Spill. Present will be the Board of County Commissioners, Edwin L. Smith, County Manager, Terrell K. Arline, County Attorney, special outside counsel Carl R. Nelson, of Fowler White Boggs, P. A. and a court reporter.
