CONSENT AGENDA Budget Office 3. Budget Amendment Recommendation: Board 1) adopt a resolution amending the Fiscal Year 2010-2011 Budget and 2) approve Sheriff’s request for expenditure of monies from the Crime Prevention Account. 4. Mexico Beach Boating Improvement Fund Request Recommendation: Board approve request for Boating Improvement Funds by the City of Mexico Beach for the first phase of construction for the Mexico Beach Canal Master Plan 5. Sheriff’s Request for Monies from Law Enforcement Trust Fund Recommendation: Board approve Sheriff’s request for expenditure of monies from the Law Enforcement Trust Fund Account for $35,000.00 to be used for bulletproof vest replacement due to expirations. Submerged Land Lease Modification for MB Miller Pier Recommendation: Board to consider and approve the submerged land lease modification with the Florida Department of Environmental Protection for the new M. B. Miller Pier. Emergency Services 7. Extension Office Grant Recommendation: Board approve the federally funded sub-grant agreement to wind retrofit the Bay County Extension Office and authorize the Chairman to execute the agreement and other necessary documents. Public Works 8. Bear Point Land Swap Recommendation: Board: 1) Approve the proposed land swap surrounding the dirt road portion of Bear Point Road; and, 2) Authorize the Chairman to execute the legal documents. 9. John Pitts Drainage Improvement Project Hazard Mitigation Grant Agreement Recommendation: Board: 1) Approve the Hazard Mitigation Grant Agreement for the John Pitts Area Drainage Improvement Project for $552,408 with a local match of $138,102; and, 2) Authorize the Chairman to sign the agreement to eliminate property and roadway flooding that occurs along Pinetree, Debi, Wymore and Sunwood Roads directly south of John Pitts Road. Utility Services 10. Cherry Street Wastewater Treatment Plant Demolition Recommendation: Board: 1) Award the Cherry Street Wastewater Facility Demolition contract to Cross Construction Services for $90,956.00, 2) Authorize contingency funds for $9,095.00 (10%), and 3) Authorize the Chairman to sign a contract with Cross Construction Services. 11. Lagoon Sludge Dredging Contract Recommendation: Board: 1) Award the Military Point Lagoon Sludge Dredging contract to Smurfit Stone Container, and 2) Authorize the Chairman to sign a two-year contract (with two one-year renewal options) with Smurfit Stone Container. The Military Point Industrial Lagoon is an aerated industrial wastewater treatment facility, which requires regular ongoing removal of accumulated biological sludges. 12. Lagoon Sludge Hauling Contract Recommendation: Board: 1) Award the Military Point Lagoon Sludge Transportation contract to Smurfit Stone Container, and 2) Authorize the Chairman to sign a two-year contract (with two one-year renewal options) with Smurfit Stone Container. 11th Street Resurfacing Contract Award Recommendation: Board: 1) Award the Base and Additive Bid for the 11th Street Resurfacing, Phase IV Project (N. Florida Avenue to Sherman Avenue) to GAC Contractors, Inc. for $1,100,502.70; and 2) Authorize contingency and testing funds for $66,030.00 (6%).
FDEP Grant H6BA1 Amendment #5 Recommendation: Board approve and execute Amendment No: 5 DEP Agreement No: H6BA1. This amendment extends the expiration date to March 31, 2012. In addition, it contains an updated and more accurate project description, as well as updated state grant contracting language.
Sea Turtle Monitoring 2011 Recommendation: Board approve and execute the agreement with RMA for sea turtle monitoring on the Panama City Beaches. Sea turtle monitoring is required in 2011 by the TDC’s state permit for beach cleaning and the beach nourishment permit if beach nourishment construction occurs before or during the 2011 sea turtle nesting season (May 1 to October 31). This project will be paid from the Third Cent Tax Trust Fund (Account 0292-5303478).
Peddler’s Ordinance Amendment Recommendation: Board to conduct public hearing and adopt amendments to Chapter 19 of the Bay County Code entitled “Peddlers, Solicitors, Etc.”.
1st Reading LDR Amendment – Section 1805 – Legal Access Recommendation: Board to conduct a public hearing to consider a proposal to amend Section 1805 of the Land Development Regulations to require proof of legal access prior to issuance of a Development Order.
