Code Attorney 10. Transfer Agreement with Rock Tenn Recommendation: Board to approve a Transfer Agreement with Rock Tenn CP, LLC to transfer ownership and control of the waste treatment facilities of the paper mill. Bay County currently holds FDEP permit No. FL0002631 and is obligated by the Water Treatment and Disposal Agreement dated March 20, 1979, as amended, to operate and maintain the industrial wastewater treatment facilities, including the subaqueous pipeline carrying wastewater from the paper mill to the wastewater treatment lagoon on Tyndall Air Force Base.

Project Vinyl QTI Tax Refund Match Recommendation: Board to consider authorizing an amount, not to exceed $120,600 as 20% local matching funds for Project Vinyl under Florida's Qualified Target Industry Tax Refund (QTI) economic incentive program as outlined in Florida Statue 288.106, and adopting the attached resolution approving Project Vinyl as a qualified applicant. Project Vinyl is applying for the State of Florida's Qualified Target Industry (QTI) Tax Refund program for $603,000
Project Sail QTI Tax Refund Match Recommendation: Board to consider authorizing an amount not to exceed $54,000 as 20% local matching funds for Project Sail under Florida's Qualified Target Industry Tax Refund (QTI) economic incentive program as outlined in Florida Statue 288.106, and adopting the attached resolutions approving Project Sail as a qualified applicant. Project Sail is applying for the State of Florida's Qualified Target Industry (QTI) Tax Refund program for $270,000.
