Restore Act Gulf Consortium Recommendation: Board adopt a resolution approving an inter-local agreement creating Gulf Consortium. Pursuant to the Restore Act, the Gulf Counties met and resolved to form the Gulf Consortium though an inter-local agreement. The draft inter-local agreement does not authorize the Consortium to act on Bay County's behalf regarding the 35% allocation from the Gulf Coast Restoration Trust Fund to the Gulf Coast States under the RESTORE Act without separate Board approval.
