Hazardous Waste Contract Recommendation: Board to authorize the Chairman to execute a two-year piggy-back contract (with three one-year renewals) with EQ The Environmental Quality Company to provide hazardous waste disposal services to the Solid Waste Division. Tourist Development Council 3. Sovereignty Submerged Land Easement Recommendation: It is recommended by the Bay County TDC that the Board of County Commissioners approve and authorize the Chairman to execute the Sovereignty Submerged Lands Easement (EXHIBIT 1) with the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida for the seven offshore borrow areas permitted for future beach nourishment projects on the Panama City Beaches.(District V) 4. Task Order 5 Beach Surveying with Preble-Rish Recommendation: It is recommended by the Bay County TDC that the Board of County Commissioners approve and authorize the Chairman to execute Task Order 5 (EXHIBIT 1) with Preble-Rish, Inc. for 2014 beach and borrow area surveying and survey report, and further authorize the Chairman to execute and deliver the corresponding amendment to the state grant agreement 11 BA2 to specifically include this work in the tasks generally described in the grant agreement and to include FDEP's cost-sharing of this work within FDEP's cost-sharing commitment made in the grant agreement. This project will be paid from the Third Cent Tax Trust Fund (Account 0291-5303104).(District V) 5. Task Order 6 Beach Monitoring with Coastal Planning 7 Engineering Recommendation: It is recommended by the Bay County TDC that the Board of County Commissioners approve and authorize the Chairman to execute Task Order 6 (EXHIBIT 1) with Coastal Planning & Engineering, Inc. for 2014 beach and borrow area monitoring report, and further authorize the Chairman to execute and deliver the corresponding amendment to the state grant agreement 11 BA2 to specifically include this work in the tasks generally described in the grant agreement and to include FDEP's cost-sharing of this work within FDEP's cost-sharing commitment made in the grant agreement. Courthouse Annex Construction Award Recommendation: Board: 1) Award the Construction Manager contract for the construction of the Bay County Courthouse Annex to W.G. Yates and Sons Construction at a Guaranteed Maximum Price (GMP) of $12,600,000, with the County retaining any tax savings; and 2) Authorize an additional $300,000 for building permit fees, construction and threshold Inspections, testing, utility fees and unforeseen site conditions. Local Preference Ordinance Recommendation: Board to conduct public hearing and amend the Bay County Procurement Code to adopt local preference in purchasing policies.
Retail Rate Consolidation & Restructure Recommendation: Board to conduct a public hearing to consider retail rate consolidation and restructure per the GAi Consultants 2013 rate study.
SSA PZ 13-114 7220 Laird Street Recommendation: Board to conduct a public hearing to consider a proposal and take action ona Small Scale Amendment to the Bay County Comprehensive Plan, Future Land Use Map, Application No. PZ 13-114. The 1.401 +/- acre site is located on the north side of Laird Street, approximately 430 feet west of Thomas Drive (7220 Laird Street), Unincorporated Panama City Beach (District V).
