Collection Agreements with Property Appraiser and Tax Collector Recommendation: Board authorize the Chairman to execute the contracts/agreements as provided by the Property Appraiser and Tax Collector for participation in the uniform method of levy, collection, and enforcement of non-ad valorem assessments. EMS Business Associate Agreement Recommendation: Board authorize the Chairman to sign Business Associate Agreements with the Clerk of Court and two attorneys in order to comply with the Health Insurance Portability and Accountability Act (HIPAA). Emergency Services 3. Engine 1201 Replacement Recommendation: Board authorize the purchase of a new commercial chassis fire apparatus to replace pumper 1201 at a price not to exceed $214,000. 4. EMS Delinquent Account Policy Revision Recommendation: Board authorize altering the County's EMS Delinquent Accounts Policy to eliminate interest charges and fees Purchasing 5. PPP Contract Award Recommendation: Board: 1) Award the bid for Alamo Street, Kirkwell, Marlboro and Sequoia Avenues Participating Paving Project to GAC Contractors, Inc. in the amount of $346,500; and, 2) Authorize contingency and testing funds in the amount of $20,800 (6%). Ferric Sulfate Piggyback Contract Recommendation: Board approve and authorize the Chairman to execute a piggyback contract with Kemira Water Solutions, Inc. to provide Ferric Sulfate. Tourist Development Council 7. Beach Nourishment Resolution Recommendation: It is recommended by the Bay County TDC that the Board of County Commissioners adopt and execute the beach nourishment project state grant resolution for FY2015/2016. 8. FDEP Post-Construction Monitoring Grant Agreement Amendment #3 Recommendation: It is recommended by the Bay County TDC that the Board of County Commissioners approve and authorize the Chairman to execute and deliver Amendment #3 to FDEP Grant Agreement 11BA2. Panama City Tourist Development Tax Resolution Recommendation: Board approve the proposed resolution providing for a referendum date for the voters of Panama City to consider the bed tax and directing staff to schedule a Public Hearing to consider an ordinance approving the Tourist Development Tax Sub-County Taxing District for the City of Panama City subject to the referendum.
3907 West 26th Court Clean and Lien Recommendation: Board to direct staff to have the trash, garbage, derelict vehicles and derelict watercraft removed from the property, and impose a lien on the property for the costs of removal.(District III)

County Attorney Amendment to MSTU for Fire Recommendation: Board to conduct a public hearing, consider and approve proposed amendments to Article II, Chapter 23, Special Districts, Unincorporated Areas Municipal Services Taxing Unit for Fire Protection, of the Bay County Code, to delete the 1 mill millage cap and to make other revisions to update and modernize the code.
