CONSENT AGENDA Budget Office 1. Special Law Enforcement Trust Fund Recommendation: Board approve Sheriffs request for expenditure of monies from the Special Law Enforcement Trust Fund. Emergency Services 2. 8OOMHz Service and Maintenance Agreement Recommendation: Board authorize the 800 MHz Radio Communications Infrastructure Maintenance contract for FY15. 3. 911 Equipment Upgrade Recommendation: Board authorize payment to Intrado Corporation for upgrade of hardware used in the County's 911 system. Library Services 4. Bay County Library State Aid Grant Recommendation: Board to authorize the Library Director to submit the State Aid to Libraries Operating Grant application, and authorize the Chairman to execute the contract documents with, the Florida Department of State's Division of Library and Information Services for fiscal year 2014-15. 5. Multi·County Library State Aid Grant Recommendation: Board to authorize the Library Director to submit the State Aid to Libraries Multicounty Grant application, and authorize the Chairman to execute the contract documents with, the Florida Department of State's Division of library and Information Services for fiscal year 2014-15. 6. Library Long Range Plan Recommendation: Request the Board approve the 2014-2017 Long Range Plan for the Northwest Regional Library System. Public Works 7. 25th Street Deed Acceptance Recommendation: Board: 1) Accept the deed for a turn-a-round on 25th St.: and, 2) Authorize the Clerk of the Court to record the deed. (District I) 8. Magnolia Beach Road Easement Recommendation: Board: 1) Approve the Easement Agreement between the Bay County Board of County Commissioners and CAl Investments Series 15, LLC, and; 2) Authorize the Chairman to sign all related legal documents. Audit Services Recommendation: Board to approve and authorize the Chairman to execute a five (5) year contract, subject to three additional one-year renewals with Carr, Riggs & Ingram for Professional Financial Auditing Services. 10. Ed Lee Road Drainage Improvement Project Recommendation: Board: 1) Award the Base Bid for the Ed Lee Road Drainage Improvement Project to Roberts & Roberts, Inc. in the amount of $954,451.60; and, 2) Authorize contingency and testing funds in the amount of $95,000.00 (10%). (District IV) 11. FY14 Annual Resurfacing Phase 1 (Collector Roads) Re-Bid Recommendation: Board: 1) Award the Alternate Bid to C.W. Roberts Contracting, Inc. in the amount of $914,328.60; and, 2) Authorize contingency and testing funds in the amount of $54,900.00 (6%). (District IV) 12. Lime Rock Contract Recommendation: Board to approve and authorize the Chairman to execute a one (1) year contract,subject to three additional one-year renewals with Triangle Asphalt. Inc. to provide lime Rock to the Roads and Bridges and Bergeron Materials, LLC to the Solid Waste. 13. Trash Collection Services Recommendation: Board to approve and authorize the Chairman to execute a one (1) year contract, subject to three additional one-year renewals with Coqui Disposal Services, LLC to provide trash collection services at various Bay County locations. County Manager Project Wings Qualified Target Industry Tax Refund Match Recommendation: Board consider authorizing an amount not to exceed $144,000 as 20% local matching funds for Project Wings under Florida's Qualified Target Industry Tax Refund (QTI) economic incentive program as outlined in Florida Statute 288.106, and adopt the attached resolution approving Project Wings as a qualified applicant.
County Attorney Panama City Tourist Development Tax Ordinance Recommendation: Board to conduct a public hearing and adopt ordinance providing for a referendum date for the voters of Panama City to consider the approving the Tourist Development Tax Sub-County Taxing District for the City of Panama City and the Panama City Tourist Development Plan, subject to the referendum.
