Budget Office 1. 2014 Budget Amendment Recommendation: Requesting that the Board adopt a resolution amending the Fiscal Year 2013-2014 Budget. County Attorney 2. Gulf Power Encroachment Agreement for the Alternate Water Supply Recommendation: Board to approve and authorize the Chairman to sign the Encroachment Agreement with Gulf Power for the Alternate Water System Project. Emergency Services 3. EMS Main Station Lease Agreement Recommendation: Board authorize a one year lease extension for EMS main station at 518 Martin Luther King Boulevard. Purchasing 4. Chemical Analyses Recommendation: Board to approve and authorize the Chairman to execute a one (1) year contract subject to three additional one-year renewals with Pace Analytical Services, Inc. to provide chemical analyses supporting the Bay County Laboratory compliance testing for the Water, Wastewater, and Solid Waste divisions' operations. 5. Budgeted Contracts for Approval 2015 Recommendation: Board approval of contracts for Budget funded entities listed below for the amounts approved in the 2014-2015 budget. 6. Medical Examiner Contract and Amend Inter-Local Recommendation: Board approve annual contract with Dr. Michael Hunter for medical examiner services for the 14th Judicial Circuit for fiscal year 2014-2015 and approve amended annual inter-local contract for medical examiner services provided by Dr. Michael Hunter, M.D., P.A. for the 14th Judicial Circuit Counties of Bay, Calhoun, Holmes, Gulf, Jackson and Washington for fiscal year 2014-2015. 7. Renewal of Recurring Contracts Recommendation: Board approve renewal of FY2014/2015 recurring county funded contracts for the period of October 1, 2014 through September 30, 2015. Risk Management 8. Health Benefits 2015 Recommendation: Authorize issuance of medical benefits, Florida Blue Plan 03559, a $750 deductible; Florida Blue 03160/03161, a High Deductible Plan and life insurance programs as negotiated in conjunction with the Section 125 Plan year January 1, 2015 through December 2015. Transit Office 9. FDOT Grant Funding Resolution Recommendation: Staff recommends: Ratifying the attached Resolution and allow the Chairman to sign the grant documents as the funding is released from FDOT. Clerk 10. Revenue & Expenditure and Tax Certificate Refunds/Cancellations Recommendation: Board to acknowledge receipt of reports.
FWC Business Plan for Gun Range Recommendation: Board to (1) consider and approve a Business Plan between Bay County Board of County Commissioners and the Florida Wildlife Commission (FWC) to operate and maintain the Bay County Shooting Range at the Steelfield Landfill; and (2) Authorize the Chairman to execute the agreement with FWC. (District IV)
12. FDEP Collection System Improvement Recommendation: Board: 1) Approve the Florida Department of Environmental Protection (. FDEP) Agreement LP03024; and, 2) Authorize the Chairman to sign the agreement and any subsequent amendments. 13. FDEP Wastewater System Improvement Recommendation: Board: 1) Approve the Florida Department of Environmental Protection ( FDEP) Agreement LP03023; and, 2) Authorize the Chairman to sign the agreement and any subsequent amendments.
CVB & Mexico Beach CDC Contract Recommendation: That the Board approve the FY 2014-15 CVB Budget and Program of Work, the FY 2014-15 MBCDC Budget and Program of Work, and authorize the chairman to execute on behalf of the Board both FY 2014-15 Agreements for Marketing & Promotional Services which incorporate the respective Budgets and Programs of Work.
Amendment to Moped & Scooter Ordinance Recommendation: Board conduct a public hearing to consider adopting an ordinance amending Bay County Code, Chapter 24, Traffic, Article III, Motorcycle, Motorscooter and Moped Rentals.
Planned Unit Development PZ14-099 Recommendation: Board to conduct a public hearing on a proposal for a Planned Unit Development, and decide whether to approve, approve with changes, or not approve the Planned Unit Development, Application No. PZ 14-099, located on the north side of Panama City Beach Parkway west of Wildwood Road (District V).
Stormwater Fee Exemption for Qualified Veterans Ordinance Recommendation: Board to conduct a Public Hearing to consider an ordinance amending the Bay County Code to provide a stormwater fee exemption for veterans qualified pursuant to Section 196.082, Florida Statutes.
