CONSENT AGENDA Budget Office 2. Bond Underwriter Selection Recommendation: Request Board to consider staffs recommendation to select Wells Fargo and RBC Capital Markets to underwrite two bond issues that include the refinancing of Wholesale Water Bond and conversion of Retail Water/Wastewater Loan to a Bond. Authorize staff and financial advisor/bond counsel to begin process (including any and all official documentation) to bring back to the Board for final adoption Purchasing 3. Boys & Girls Club, Inc Lease Under the Oaks Park Recommendation: Board approve Lease of Under the Oaks Park, to Boys & Girls Club of Bay County, Inc., for the Blue Grass Festival the third weekend in October and authorize the County Manager to sign the lease on behalf of the Board. Public Works 4. Gulf Power Anchor Easement Recommendation: Board: 1) Approve the anchor and guy wire easement on the County property at the NE corner of Baldwin Road and Minnesota Avenue; and, 2) Authorize the Chairman to sign the easement; and 3) Authorize the Clerk of the Court to record the legal instrument. (District I) 5. FDOT Request for Deed and Temporary Easement for Hwy 390 Widening Recommendation: Board: Review and sign the attached County Deed with Donation Letter, Temporary Easement, and authorizing Resolutions for both to Florida Department of Transportation for the widening of Hwy. 390. (DISTRICTS I & III) 6. JPA with FDOT to Amend ITS Boxed Fund Recommendation: Board: 1) Enter into a Joint Project Agreement (JPA) with the Florida Department of Transportation (FDOT) to amend the Intelligent Transportation System (ITS) Boxed Fund Agreement; and, 2) Authorize the Chairman to sign the agreement and resolution. Clerk's Report 7. Revenues and Expenditures, Recommendation: Board to acknowledge receipt of reports.
2015 Budget Amendment Recommendation: Requesting that the Board adopt a resolution amending the Fiscal Year 2014-2015 Budget.
Mexico Beach Park Request Recommendation: Request Board to consider a request from the City of Mexico Beach for $100,000 for development of a park within the city limits and if approved have the Board adopt a resolution amending the Fiscal Year 2014-2015 Budget to fund this request.
Special Assessments for Clean and Liens and Unsafe Structures Recommendation: Requesting that the Board adopt a Preliminary Resolution describing the method of assessing property abatement costs against assessed properties, determining the property abatement costs to be assessed, establishing the assessment roll and authorizing a public hearing for delinquent clean and liens, and unsafe structure liens.
Large-Scale Plan Amendment-Bay Walton Sector Plan Recommendation: Board to conduct a legislative public hearing to consider the adoption of a proposed large-scale Comprehensive Plan text and map amendment, Application No. LPA 14-04, The Bay-Walton Sector Plan. The property is generally located west of State Route 77, north and west of West Bay to the Bay-Walton County line, and including Breakfast Point, totaling over 97,000 acres, in unincorporated Bay County. (Districts IV and V.)
