Budget Office 1. Budget Amendment Recommendation: Requesting that the Board adopt a resolution amending the Fiscal Year 2014-2015 Budget Clerks Report 2. Revenues and Exepnditures, Tax Certificate Refunds and/or Cancellations, and Inventory Deletions Recommendation: Board to acknowledge receipt of reports. County Manager’s Office 3. Assistant County Manager Appointee Recommendation: Board to confirm appointment of Ken Schnell as Bay County Assistant County Manager 4. Public Works Director Appointee Recommendation: Board to confirm appointment of Keith Bryant as Public Works Director. 5. Resolution Supporting the Maintenance of Historical use of Shell Island Recommendation: A Resolution of the Board of County Commissioners of Bay County, Florida in support of maintaining historical recreational use of Shell Island and in opposition to the implementation of additional regulations in the Unit Management Plan for the St. Andrews State Park that are contrary to the historical recreational use of the island by humans; providing for transmittal; providing for an effective date. General Services 6. FDOC Work Squad Contract W1038 Recommendation: Board approve and authorize the Chairman to execute a three (3) year contract (W1038) (Exhibit 1) with one (1) additional three (3) year renewal period with the Florida Department of Corrections (FDOC) to provide one (1) inmate work squad, with a correctional officer, to be utilized for general labor in the Parks & Recreation Division. Public Works 7. FDOT LAP for Star Avenue Sidewalk Project Recommendation: Board: 1) Approve the Local Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) for the Construction of Sidewalks along Star Avenue; and, 2) Authorize the Chairman to sign the agreement and resolution. (District II) 8. Annual Roadway Striping Contract Recommendation: Board: 1) Award the annual contracts for Striping of Various County Roads to Emerald Coast Striping, LLC and AKCA, Inc. for the period of October 6, 2015 through September 30, 2016 (Exhibit 1); and, 2) Authorize renewal of the contracts for three additional periods, as specified in the contract documents. Tourist Development 9. Ironman Florida Route Authorization Recommendation: Board to authorize the use of County road rights-of way on November 7, 2015, for the 17th Annual Ironman Florida Triathlon. Transit 10. Paratransit Operator/Emergency Second Contract Recommendation: Approve and Authorize the Chairman to sign the Operator/Emergency Second Contract with First Transit, Inc. Utility Services 11. AWT Hydrated Lime Recommendation: Board approve and authorize the Chairman to execute a one-year contract (with three one-year renewal options) with Industrial Chemicals, Inc. for supplying Hydrated Lime for the alkalinity adjustment for wastewater. 12. AWT Liquid Alum Recommendation: Board approve and authorize the Chairman to execute a two-year contract (with two one-year renewal options) with ChemTrade Chemicals US LLC. for the supply of liquid alum for the Wastewater Treatment Plant. 13. Cleaning of Lift Stations & Gravity Sewer Lines Recommendation: Board approve and authorize the Chairman to execute a one-year contract (with three one-year renewal options) with Smith Industrial Services, Inc. for cleaning of lift stations and gravity sewer lines and routine/emergency services.

Health Insurance 2016 Recommendation: Authorize issuance of medical benefits, offering same as expiring through Florida Blue 03559 and Florida Blue 03160/03161, but adding Florida Blue plan, 05194/05195, a more competitive high deductible plan and life insurance programs as negotiated in conjunction with the Section 125 Plan year January 1, 2016 through December 31, 2016.
CVB, Mexico Beach & Panama City CDC Contract Recommendation: That the Board approve the FY 2015-16 CVB Budget and Program of Work, the FY 2015-16 MBCDC Budget and Program of Work, the FY 2015-16 PCCDC Budget and Program of Work and authorize the chairman to execute on behalf of the Board the FY 2015-16 Agreements for Marketing & Promotional Services which incorporate the respective Budgets and Programs of Work.
