THE PROPOSAL MEETS THE AREA AND DENSITY REQUIREMENTS REQUIRED BY THE LAND DEVELOPMENT REGULATIONS. THE PROPOSED PU IS REQUESTING 50 FT RIGHT OF WAYS AND REDUCE BUILDING SETBACK REQUIREMENTS. THE REQUEST ALSO INCLUDES A NO SIDEWALKS BE PROVIDED WITHIN THE DEVELOPMENT OR ALONG THE ADJACENT EXISTING ROADS. THE TOWN HOME DEVELOPMENT WAS APPROVED BY DEVELOPMENT ORDER ON MAY 15TH 2023 AND IS CURRENTLY UNDER DEVELOPMENT. UH THAT DEVELOPMENT ORDER WAS NOT APPROVED AS A SUBDIVISION, HOWEVER, AND THE APPLICANT NOW SEEKS TO THE APPROVAL TO PLAT THE DEVELOPMENT AS A SUBDIVISION. UM MASSY PLAN WAS PROVIDED WITH YOUR WITH THE APPLICATION. UH, ACCESS TO THE SUBJECT PROPERTY IS VIA NORTHEAST AVENUE AND EAST 17TH STREET. WHERE NOW WE HAVE PERMANENT OWNERS TAKE BETTER CARE OF THEIR PROPERTY AND THINGS LIKE THIS, SO THAT'S THE GOAL HERE IS TO IMPROVE THE, UM RESIDENTIAL DEMOGRAPHICS, MORE OWNERS LESS RENTERS. SECONDLY THE DOT IS PROPOSING A WIDENING OF EAST AVENUE AND THE APPLICANT IS OFFERING THE 20 FT, TAKING AT NO COST TO THE PUBLIC. HOWEVER YOU WANT TO TRANSACT IT THROUGH YOU OR A PROMISSORY OR HOWEVER IT GOES. WE'D WANTED TO ADD THAT EXTRA, UM, PUBLIC BENEFIT. YOU PUT THEM RIGHT NEXT TO THE, UM TRAVEL LANE OF THE ROADWAY. UM WOULD ALLOW A CAR TO STILL PARK AND PEOPLE TO GET RIGHT BEHIND THE BUMPER IN THE SIDEWALK ZONE. IF YOU MOVE IT ANY FARTHER UP, IT'S GONNA CONFLICT WITH THE CAR PARKED IN THE DRIVEWAY. UM BUT JUST BECAUSE THE RENTAL DOESN'T MEAN THAT THEY'RE IN THIS PROGRAM, SO IT HAS TO BE SHORT TERM, MEANING THEY'RE RENTED FOR STINTS OF LESS THAN SIX MONTHS AT A TIME. UM THE FIRST WAVE IS TO TRY TO GET VOLUNTARY COMPLIANCE. SO SENDING NOTIFICATIONS OUT TO EACH OF THE RENTERS OR TO THE OWNERS GETTING THEM TO COMPLY WITH THE THINGS THAT ARE IN THAT CHECKLIST, SO POSTING PLACARDING MAKING SURE THEY'RE REGISTERED WITH THE STATE FOR TAX COLLECTION, MAKING SURE THEY'RE COLLECTING BED TAXES AND SO ON AND SO FORTH. UM THE COUNTY IS GOING TO BE DIVIDED UP INTO ZONES SO EVERYBODY WILL NOT GET AN EXPECT AN INSPECTION ALL AT ONE TIME, THE INSPECTORS WILL WORK THROUGH THE COUNTY IN PHASES, UM, SO THAT THOSE INSPECTIONS CAN OCCUR. ONE TIME A YEAR WITH COMPLIANCE WITH THE REGULATION. UH, AT THE TIME THE INSPECTOR SHOWS UP THE HOPE IS THAT THE OWNER WILL BE COMPLIANT AND IT WILL BE A VERY STRAIGHTFORWARD PROCESS. UM IN THE EVENT THAT THEY'RE NOT COMPLIANT, THEN WE HAVE SOME REGULATORY TOOLS IN OUR TOOL BAG TO ADDRESS THAT. SO IF WE SHOW UP AND YOU KNOW THEY'RE NOT REGISTERED, THEY'RE NOT ON THE REGISTRY. THEY'RE NOT COLLECTING THE TAX. THEY DON'T HAVE THE PLACARDS PUT UP. THEY DON'T HAVE THE RIGHT SAFETY EQUIPMENT AND THE STRUCTURES. UM THERE ARE TOOLS THAT THE BOARD HAS GIVEN US IN OUR BAG TO GO DO THAT. BUT THIS IS A NEW PROGRAM. UH, I BELIEVE THIS ORDINANCE WAS PASSED BACK IN OCTOBER OF LAST YEAR, AND SO STAFF IS STILL RAMPING THAT UP AND GETTING IT GETTING IT DEPLOYED. BUT THERE WAS A STAFFING ANALYSIS DONE, UM, TOOK INTO ACCOUNT. HOW MANY TOTAL UNITS THERE ARE COUNTYWIDE. UH AND WE BACKED INTO THAT, BASED ON THE UM LEVEL OF SERVICE SCENARIO IF YOU WILL, UH AND WE'RE IN THE PROCESS OF GETTING THOSE BILLETS FILLED. UH, THERE'S ALSO SOME ADMINISTRATIVE THINGS WE'RE WORKING ON. SO EXAMPLE POINT OF SALE. UH THE POINT OF SALE SYSTEM IS JUST RECENTLY COME ONLINE, SO PEOPLE ARE GOING TO BE ABLE TO GO IN AND PAY THEIR PAY THEIR FEES TO REGISTER. SO AGAIN, IT'S A IT'S A IT'S A PROCESS. UM AND I'M THANKFUL THAT WE'RE DOING THAT CONTINUE TO DO IT. UM SINGLE FAMILY. ALWAYS GOING TO BE INCLUDED APARTMENT COMPLEXES. THEY TYPICALLY HAVE THEM BECAUSE THEY HAVE TO HAVE THE AD A ROUTES. THAT'S PART OF THE DEVELOPMENT ITSELF. UM SO THE LAST THING WE KIND OF NEED TO CAPTURE WOULD BE THE TOWNHOUSES.
