MR CHAIRMAN. UNDER PUBLIC HEARING[Community Development]
COMMUNITY DEVELOPMENT ITEM NUMBER NINE PLAN UNIT DEVELOPMENT AT 1716 NORTHEAST AVENUE DASH RECOMMENDATIONS, THE BOARD, CONDUCT A QUASI JUDICIAL PUBLIC HEARING AND APPROVE A PLANNED UNIT DEVELOPMENT APPLICATION. THE PROJECT IS LOCATED. IT'S 1716 NORTHEAST AVENUE AND THE UNINCORPORATED PANAMA CITY AREA. RIGHT, UM THOSE WISHING TO SPEAK AT THIS HEARING, PLEASE STAND AND BE SWORN YOU SQUARE OR A FIRM THAT THE EVIDENCE YOU'RE ABOUT TO GIVE WILL BE THE TRUTH, THE WHOLE TRUTH AND NOTHING BUT THE TRUTH. THE EX PARTE DISCLOSURES WITH THE SITE SPOKESMAN STAFF MAYBE THE SIDE SPOKEN WITH STAFF. ME WITH THE SPOT WITH THE SIGHT AND I'VE SPOKEN TO A NUMBER OF RESIDENTS IN THE AREA. I I'VE ONLY SPOKEN WITH STAFF.THANK YOU. MR CHAIRMAN. UH THIS IS A PLAN UNIT DEVELOPMENT THAT CONSISTING OF 100 AND FOUR RESIDENTIAL TOWN HOME LOTS. UH THE PROPOSED DEVELOPMENT IS LOCATED AT 1716, NORTHEAST AVENUE. THE PROPOSAL MEETS THE AREA AND DENSITY REQUIREMENTS REQUIRED BY THE LAND DEVELOPMENT REGULATIONS. THE PROPOSED PU IS REQUESTING 50 FT RIGHT OF WAYS AND REDUCE BUILDING SETBACK REQUIREMENTS. THE REQUEST ALSO INCLUDES A NO SIDEWALKS BE PROVIDED WITHIN THE DEVELOPMENT OR ALONG THE ADJACENT EXISTING ROADS. THE TOWN HOME DEVELOPMENT WAS APPROVED BY DEVELOPMENT ORDER ON MAY 15TH 2023 AND IS CURRENTLY UNDER DEVELOPMENT. UH THAT DEVELOPMENT ORDER WAS NOT APPROVED AS A SUBDIVISION, HOWEVER, AND THE APPLICANT NOW SEEKS TO THE APPROVAL TO PLAT THE DEVELOPMENT AS A SUBDIVISION. UM MASSY PLAN WAS PROVIDED WITH YOUR WITH THE APPLICATION. UH, ACCESS TO THE SUBJECT PROPERTY IS VIA NORTHEAST AVENUE AND EAST 17TH STREET. I NO ACCESS FROM GWENDOLYN COURT OR CYNTHIA COURT IS EITHER PROPOSED OR PERMITTED.
UH, STAFF RECOMMENDS A BOARD CONDUCT PUBLIC HEARING. AND APPROVE THE PRO, UH, PLAN UNIT DEVELOP MENT. HERE TO ANSWER ANY QUESTIONS. YEAH. A RIGHT, SEEING NONE. UM APPLICANT WISHED TO SPEAK. GOOD MORNING. JIM SLONINA PANHANDLE ENGINEERING 600, OHIO AVENUE LYNN HAVEN, REPRESENTING THE APPLICANT. UM I THINK STAFF HAS DONE A GOOD JOB OF EXPLAINING THE TECHNICAL SIDE OF IT. I THINK THE P PUDS REQUIRE A PUBLIC BENEFIT, UM, THAT WE ARE OFFERED TO PUBLIC BENEFITS.
FIRST PUBLIC BENEFIT IS THAT WE'RE WHEN THE PROJECT WAS INITIALLY ENVISIONED AS APARTMENTS. WE WERE IN A IN THE THROES OF THE RECOVERY OF THE HURRICANE. I MEAN THE DEMOS THE AND WE NEED A QUICK RENTAL, UM, OPPORTUNITIES NOT NECESSARILY GOING THROUGH OWNERSHIP AND THINGS LIKE THIS, SO CONVERTING THIS TO A SUBDIVISION IS BASICALLY THE NEXT STEP. WHERE NOW WE HAVE PERMANENT OWNERS TAKE BETTER CARE OF THEIR PROPERTY AND THINGS LIKE THIS, SO THAT'S THE GOAL HERE IS TO IMPROVE THE, UM RESIDENTIAL DEMOGRAPHICS, MORE OWNERS LESS RENTERS. SECONDLY THE DOT IS PROPOSING A WIDENING OF EAST AVENUE AND THE APPLICANT IS OFFERING THE 20 FT, TAKING AT NO COST TO THE PUBLIC. HOWEVER YOU WANT TO TRANSACT IT THROUGH YOU OR A PROMISSORY OR HOWEVER IT GOES. WE'D WANTED TO ADD THAT EXTRA, UM, PUBLIC BENEFIT. UM UM, IT'S A I'LL SPEAK TO PROBABLY THE ONLY ITEM ON HERE OF ANY SIGNIFICANCE, AND THAT'S
[00:10:03]
THE SIDEWALKS. IT'S A TOTALLY WAYNE, COULD YOU BRING UP THE ONE EXHIBIT THAT JUST SHOWS THE LAYOUT AND IF NOT, MAYBE YOU'RE FAMILIAR ENOUGH WITH IT. IT'S. IT'S A IT'S A SQUARE ROAD. SO THERE'S NO THROUGH TRAFFIC. UM KIDS ARE GONNA BE RIDING THE BICYCLES OUT IN THE STREETS. UM THIS IS NOT A THROUGH TRAFFIC SITUATION. YOU'RE EITHER HOME OR YOU'RE NOT HOME. THE REASON WE DID IS THAT TO PUT THE SIDEWALKS IN? WE'D PROBABLY PUT THEM RIGHT NEXT TO THE PAVEMENT, AND WE THOUGHT THAT THAT WAS NOT AS GOOD AN IDEA AND SO I LISTED IT AS ONE OF THE THINGS. IF IT'S CONCERNING ENOUGH, THEN WE HAVE NO PROBLEM INSTALLING THE SIDEWALKS. IT'S JUST I THINK WHEN YOU LOOK AT THE, UM DIMENSIONS. THERE IT'S GONNA BE TIGHT. YOU PUT THEM RIGHT NEXT TO THE, UM TRAVEL LANE OF THE ROADWAY. UM WOULD ALLOW A CAR TO STILL PARK AND PEOPLE TO GET RIGHT BEHIND THE BUMPER IN THE SIDEWALK ZONE. IF YOU MOVE IT ANY FARTHER UP, IT'S GONNA CONFLICT WITH THE CAR PARKED IN THE DRIVEWAY. THAT'S WHY WE ASKED FOR IT NOT TO BE REQUIRED, BUT WE ARE WILLING TO UM DO WHATEVER THE COMMISSION FEELS IS BEST. QUESTIONS FOR YES, SIR.I'VE GOT JUST A FEW. UH, MR SELENA ON THE, UM UH, I APPRECIATE THE RIGHT AWAY DEDICATION THAT'S THAT'S ALWAYS A BIG COST HINDRANCE, AND I APPRECIATE THAT UPFRONT AND I ASSUME DURING THE PLANNING PROCESS, THEY CAN JUST BE DEDICATED AT THAT TIME. WE WE'RE COMMITTED TO THAT AS A CONDITION OF THE UM FROM WHERE YOU STARTED TO WHERE WE ARE NOW. HAVE ANY OF THE BUILDINGS CHANGE ANY OF THE LAYOUT HAS ANY OF THAT CHANGED OTHER THAN CREATING SET BANKS AND WRITINGS? NO, SIR. ST STORM WATER. ROADS UNITS. EVERYTHING'S THE SAME. WITH A 20 FT DEDICATION THAT'S IN THE FRONT. I GUESS THOSE THERE'S FOUR LOTS THAT ARE THERE THAT DRAINED LIKE A SWELL AREA. I GUESS THOSE NOW HAVE ROOF DRAINS AND PIPED. WE WILL WE WILL HAVE TO SUBMIT IF I UNDERSTAND CORRECTLY, A DEVELOPMENT ORDER APPLICATION FOR SUBDIVISION AND THOSE ARE THE TECHNICAL DETAILS THAT WE'LL MAKE SURE ARE SHOWN ON THAT. SO YOU ASKED ME IF THERE'S GONNA BE ANY CHANGES. YEAH THERE'S A SMALL CHANGE THERE WHERE WE'RE REDIRECTING IT DUE TO THE, UM, CHANGE OF THE P AND GIVING UP THAT LAND. YES, SIR. I JUST WANT TO BE CAREFUL BECAUSE WHAT YOU'VE DONE HERE AND IF YOU DO IT AS A SUBDIVISION YOU GOT LOTS THAT ARE CLOSE TO INTERSECTIONS.
A LOT CLEARANCES. DO WE NEED TO ASK FOR THOSE DEVIATIONS NOW? BECAUSE WELL, I THINK SOME OF THOSE LOTS ARE REALLY CLOSE TO THE INTERSECTION. I JUST WANNA MAKE SURE THAT YOU DON'T GET CAUGHT UP IN SOMETHING THAT YOU CAN'T MEET THAT NOW DOING IT AS A SUBDIVISION. I, UM I, UH MR COMMISSIONER I. I HAD THE SAME DILEMMA OF TRYING TO, UM SO I THINK DOUG SALE TAUGHT ME ONE TIME. DON'T SAY WHAT YOU AREN'T GOING TO DO SAY WHAT YOU ARE GONNA DO. UM AND IT'S A WAY OF SAYING IT, SO I THINK BY REFERRING BACK TO THE EXHIBITS IN HERE. I WAS SORT OF TRYING TO ADDRESS THOSE THINGS. WHEN WE TALK ABOUT AN INTERSECTION. THIS IS A CLOSED IN SMALL AREA AND I THINK BY LOOKING AT IT, IT'S NOT YOUR TRADITIONAL INTERSECTION WHERE YOU'VE GOT OFF PREMISE, PARK. UM, CARS AND THINGS LIKE THIS. UM, IT'S BASICALLY A LOOP TYPE THING. SO HOW WIDE THE PAVEMENT IN HERE. EXCUSE ME THE PAVEMENT WIDTH. UM I SEE, I THINK 12 FT LINES. WE HAVE 24 FT ROADS, 50 FT R AWAYS 12 FT SETBACKS, SO THE CARS ARE GONNA BE PARKED IN THE RIGHT OF WAY.
SO WITH THE JOY OF THE ROAD TO ONE SIDE OR THE OTHER. THE SIDEWALK DURING DISCUSSIONS WITH STAFF, JOSIE WOULD RATHER MAINTAIN HER 50 FT RIGHT AWAY AND HAD NO PROBLEM ALLOWING THE RESIDENTIAL CAR TO BE STUBBED IN. ALL THIS IS PRIVATE. CORRECT, CORRECT, OK? ACCEPT UTILITIES. YES BUT THEY'LL HAVE BUT I MEAN ALL THE ROADS YOU HAVE THE STORM WATER ROADS HO, A JUST WANT TO MAKE SURE THAT THE COUNTY WE DON'T TAKE THE BURDEN ON ACCEPTING A SMALLER RIGHT OF WAY. WE'LL HAVE A HO A SUBMITTED AS PART OF THE SUBDIVISION PACKAGE. THANK YOU, SIR. YES, SIR. I JUST HAD A QUESTION ON STORMWATER AND I. I KNOW YOU'VE ALREADY SPOKEN ON THAT. ALREADY IN THE REASON I'M ASKING THIS IS BECAUSE OF HAD A LOT OF THE RESIDENTS OUT THERE IN THE AREA.
CONTACT ME CONCERNED ABOUT STORM WATER, WHETHER IT WAS AN APARTMENT COMPLEX OR WHETHER IT'S A SUBDIVISION, ANYTHING TO DO WITH IMPERVIOUS SURFACE THAT'S GONNA CREATE. UH UH, THAT COULD POSSIBLY CREATE A HAZARD. SO UM, IN THE DRAWING AND SORRY THAT WE CAN'T GET THAT CAN'T GET THAT UP TO SHOW THE PUBLIC THE WAY IT'S LAID OUT. BUT UM THE STORMWATER PONDS ARE ARE IN PLACE. UM SO WHEN WE ANTICIPATE THREE INCH RAIN A 25 YEAR EVENT. A 50 YEAR EVENT. WHEN THAT COMES SEEMS LIKE 50 YEAR. EVENTS COME, UH MORE OFTEN THAN DON'T THEY? NOW THAT WE'RE OVER 50 SEEMS LIKE BUT, UM, SO WHEN THOSE EVENTS COME THE STORM. WATER PONDS OVERFLOW. UM, ARE THEY DESIGNED TO FLOW INTO, UH ONTO EAST AVENUE AND 17TH STREET AS A, UM AS A, UH, AS THE NEXT
[00:15:08]
STEP. UH, FOR STORM WATER COMMISSIONER, DOES HE? YES THEY ARE, UM, WE COLLECT AND DRAG EVERYTHING TO A PRIMARILY A 7 3/17 STREET SIDE, AND THAT'S WHERE THE DISCHARGE IS. THERE'S NO DISCHARGE OR ANY RUNOFF TO THE NEIGHBORS TO THE, UM, THE EAST. OK? AND THIS AS YOU HEARD, THIS IS A DEVELOPMENT ORDER HAS ALREADY BEEN ISSUED. SO IT'S GONE THROUGH. GOOD, UM, STORMWATER SCRUTINY ALREADY. YOU HAVE. AND UH BUT I UNDERSTAND YOU HAVE PEOPLE THAT ARE ASKING.YOU STILL HAVE A NUMBER OF QUESTIONS FROM THE PUBLIC ASKING THAT AND I JUST WANTED TO POINT THAT OUT THAT THERE IS A PLAN IN PLACE, UH, TO CONTROL WATER WHEN WE HAVE THESE LARGE EVENTS. FOR WATER TO FLOW, UM, IN THE OPPOSITE DIRECTION OF THE, UH, SUBDIVISION THAT'S LOCATED RIGHT BEHIND THIS NEW NEW AREA. THAT IS CORRECT. UM THAT AS FAR AS THAT'S ALL I HAVE FOR YOU, I. I DID HAVE SOME FOR WAYNE. THANK YOU. THANK YOU. ALL RIGHT, UM BEFORE WE BRING WAYNE UPS ANY.
ANYONE IN THE PUBLIC THAT WOULD LIKE TO SPEAK TO THIS. YES, MA'AM. YES, MA'AM, COME UP AND STATE YOUR NAME AND ADDRESS FOR THE RECORD. AND YOU'LL NEED TO BE SWORN IN TOO BEFORE YOU SPEAK. WHERE A FIRM THAT THE TESTIMONY ABOUT TO GIVE WILL BE THE TRUTH. THE WHOLE TRUTH, NOTHING BUT THE TRUTH. I DO. THANK YOU. HEY UM, ADDRESS FOR THE RECORD, PLEASE. 0 2811 CYNTHIA COURT. I LIVE IN THE NEIGHBORHOOD BEHIND THIS AND STILL YO AND I KNOW THAT MR DOZIER JUST SPOKE ABOUT THE STORM. WATER. DRAINAGE. UM AND I STILL HAVE A CONCERN BECAUSE I SEE A LOT OF THEM. THEY A LOT OF THEY'VE BEEN DRAINING THEIR PONDS AND THINGS LIKE THAT. AND IT GOES BACK TO 17TH STREET. AND I KNOW 17TH STREET AND I'VE BEEN TOLD BY THE STORMWATER ENGINEERS THAT BECAUSE OF THE PROBLEM OF DRAINAGE ON A ROAD, IT COULD GO EITHER WAY, SO, UM, BECAUSE IT'S NOT LEVEL. UM SO MY QUESTION IS FIRST OF ALL, THERE'S BAY HAY BALES THAT ARE BLOCKING ONE OF THE, UM STORM DRAINS UP THERE ON EAST AVENUE ON THE CORNER, SO I WAS WONDERING WHY THAT WAS THERE AND ALSO, UM THEY IF WE'RE GONNA GET STORM WATER ON 17TH STREET. I JUST WANT TO CLARIFY WHERE IT'S GOING. AND IF IT'S GOING TO THE IS IT GOING FROM 17TH STREET DOWN EVERETT TO THE DITCHES, OR IS IT GOING FROM INTO THE POND THERE ACROSS FROM A AVENUE BECAUSE YOU KNOW, WE ALREADY HAVE, LIKE WE'VE ALREADY TOLD YOU A HUGE ISSUE WITH WATER IN OUR NEIGHBORHOOD. JUST EXTREMELY BAD CONDITIONS. AND WHEN WE HAVE THESE BIG EVENTS, WE COME CLOSE TO OUR HOUSES GETTING FLOODED, SO WE CANNOT AFFORD TO HAVE ANY OF THAT WATER COMING OUR WAY AND BLOCKING UP THAT POND. THAT'S BACK THERE. THAT RETENTION PLAN THAT'S ALREADY THERE. SO THAT'S THE QUESTION I HAD. KIND OF LOADED, BUT YEAH, OK. ALL RIGHT. THANK YOU. TWO QUESTIONS THAT I HEARD WAS THE HAY BALES. THOSE HAY BALES ARE I'D HAVE TO GO OUT THERE AND CONFIRM THIS. BUT THE REASON THEY PUT HAY BALES IS TO FILTER, UH, FOR ENVIRONMENTAL CONTROL TO FILTER THE WATER THROUGH TO CATCH ANY DEBRIS THAT MAY BE GOING INTO THE WATER SYSTEM. BUT UM, THE DRAIN. I MET SOME A MAN OUT THERE THE OTHER DAY, ONE OF THE RESIDENTS OUT THERE AND WE TRACED DOWN THE WATER THAT'S FLOWING DOWN 17TH STREET, AND IT CROSSES OVER AT THE INTERSECTION. UM, WHERE YOU TURN LEFT TO GO INTO YOUR AREA.
AND THEN IT CROSSES BACK OVER TO THE POND. SO THE PIPES THAT WE TRACED DOWN THAT WATER GOING DOWN 17TH STREET. FROM WHAT I SAW THE PIPES LEAD DIRECTLY TO THE STORM WATER BASIN, AND IT IT AND I COULD COME OUT THERE AND SHOW YOU WHAT WE FOUND. UM AND I WILL, BUT, UH, THAT'S THAT'S WHAT I INITIALLY FOUND WAS THAT WATER IS BEING DRAIN TO THAT RETENTION POND. I JUST DON'T EVEN UNDERSTAND WHY THAT DEVELOPMENT IS COMING OUR WAY AT ALL. YOU KNOW, WHY IS IT AFFECTING US AT ALL? BECAUSE WHAT I WAS UNDER. THE IMPRESSION IS THAT IT WAS NOT GOING TO AFFECT US. 11 BIT, AND NOW IT IS BECAUSE THAT IS GOING TO ADD TO THAT RETENTION POND OVER THERE AND THEN IT'S GOING TO, YOU KNOW, AFFECT US. LET ME MAKE ONE CORRECTION THERE. SO THE YOU
[00:20:03]
HAVE THE RETENTION POND, AND THEN YOU HAVE THAT DRAINAGE BASIN RIGHT NEXT TO IT. THIS PIPE OFF 17 RUNS INTO THAT DRAINAGE BASIN, WHICH RUNS INTO THE SWAMP BEHIND THERE TO THE SWAMPY AREA. THE RETENTION POND, AND I CAN GET WITH YOU AFTERWARDS AND BREAK IT ALL DOWN AND KIND OF SHARE WITH YOU, AND THEN WE CAN GO OUT THERE AND LOOK AT IT IF YOU'D LIKE. BUT I I'M LIKE I SAID, I'VE I'M STILL VERY CONCERNED ABOUT THIS AREA BECAUSE IT'S WHERE I CALL HOME.AND AS YOU ALL KNOW, I WOULD LOVE TO MOVE. BUT INTEREST RATES ARE JUST REALLY HIGH. RIGHT NOW.
HOME PRICES HAVE JUST INCREASED SO DRAMATICALLY IN OUR AREA THAT , UM IF I WANNA RETIRE WHEN I WANNA RETIRE, I'M NOT GONNA BE ABLE TO IF I MOVE TO A DIFFERENT HOUSE WHERE I'M GONNA HAVE TO HAVE A HUGE HOUSE PAYMENT ON. I WANNA STAY THERE, BUT, UM, I WANT IT TO BE HOME WHERE IT'S ALWAYS BEEN. I KNOW WE'VE ALWAYS HAD A WATER ISSUE, BUT I DON'T WANT IT TO GET ANY WORSE BECAUSE OF THIS DEVELOPMENT. OK? THANK YOU. UM APPLICANTS. RAP LIKE TO STATE ANYTHING. JIM SLOAN AGAIN, I. I DON'T WANNA LIKE TO MENTION THAT THE DESIGN OF THE STORM WATER BASIN. BASICALLY ATTENUATES ANY NEW, IMPERVIOUS AREA. FOR ALL STORMS UP TO 100 YEAR. LESS WATER WILL RUN OFF THIS PROPERTY THAT IS RUNNING OFF IN ITS UNDEVELOPED CONDITION. SO HAVING 100 YEAR BASIN WILL PERFORM BETTER THROUGH 99 YEARS OF EVENTS THAN THE NATURAL CONDITION, SO I JUST UM IT IT SHOULD MAKE IT BETTER. I KNOW THEY'RE LOW LYING. THE HOUSES WERE BUILT 20 YEARS AGO OR SO I KNOW I UNDERSTAND THAT THEY DON'T HAVE THE CURRENT REGS. BUT UM, THE SIZE OF THIS BASIN. I THINK YOU CAN SEE LOOKING AT IT ON YOUR GRAPHIC. UM, IT'S A 1518 PER CENT OF THE SITE. SO I MEAN, YOU THEY'RE GONNA THEY WILL NOT SEE AN ADVERSE EFFECT FROM THIS AND THOSE THAT BASIN WILL ACTUALLY GET THEM BETTER CONTROL OF OUR STORM WATER THAN IF IT WAS A NATURAL CONDITION FOR THE NORMAL 25 YEAR AND LESS EVENTS. THE ATTENUATION DONE FOR THE 25 OR 100 YEAR. 100. JUST FOR LAYMAN. CAN Y'ALL SAY WHAT ATTENUATION MEANS? CONTINUATION IS FLOOD CONTROL, SO HE'S GOT TO DESIGN IT FOR TREATMENT SO HE'LL HOLD FOR THE FIRST ONE INCH OF RAINFALL BEFORE HE CAN START RELEASING IT. AND I'M ONLY ALLOWED TO SQUIRT A SMALL AMOUNT INTO THE DITCH. I GOTTA HOLD IT A BIG STORM AND THEN LET IT DRAIN OUT OVER THREE DAYS, 2.5 DAYS, SO THE RATE THAT HE RELEASES IT CAN'T BE ANY MORE THAN IT IS PRIOR TO DEVELOPMENT.
SO AFTER IT'S DEVELOPED THE SAME AMOUNT OF WATER CAN LEAVE THAT SITE AS THE PRECONDITION BUT NO MORE. OK, THANK YOU. THANK YOU. I KNOW BILL HAD SOME MORE QUESTIONS FOR YOU FOR YOU. SO YOU KNOW, AS IT STANDS NOW. OUR SUBDIVISION SUBDIVISION REGULATIONS REQUIRE SIDEWALKS.
IS THAT CORRECT? THAT'S CORRECT. AND, UM THAT'S THE REASON FOR THIS. DO YOU THINK, IN YOUR OPINION IF WE, UH GRANT THIS PUD WITH THIS WITHOUT THE SIDEWALKS, AND IT WAS SET A PRECEDENT MOVING FORWARD THAT EVERYBODY WOULD LINE UP THAT TO DO WITHOUT SIDEWALKS. I KNOW THAT'S A GENERIC QUESTION, BUT I JUST WANTED TO LAY IT ON THE TABLE, UH, THAT THAT ARE REQUIREMENTS HAVE SIDEWALKS. WE START WAVING SIDEWALKS THEN THEN UH, WHY WOULD THE FUTURE DEVELOPMENTS COME FORWARD AND SAY, OH, WELL, I VOLUNTEERED FOR THE SIDEWALK OUT THERE. OTHER THAN THE QUALITY OF A DEVELOPMENT. THE REQUIREMENT FOR SIDEWALKS IS FAIRLY NEW WITHIN THE LAST FIVE YEARS. UH, WE DON'T HAVE A LOT OF EXAMPLES. OF ANY DEVELOPMENTS THAT WERE APPROVED. UM SINCE THE ADOPTION OF THOSE REGULATIONS. BY PUD WITH SIDEWALKS. UM SO I GUESS THAT THERE'S THE B THAT POTENTIAL POSSIBILITY IS ALWAYS THERE. UH, IN THIS IN THIS CASE CERTAINLY, YEAH. WE? WE DID ONE DEVELOP MENT. I RECALL UP NEAR DEAN BOZEMAN. IT WAS WEST AND I THINK WE ALLOWED THEM TO REDUCE AND JUST PUT IT ON ONE SIDE CORRECT. BUT NOT FULLY GET RID OF THEM. NO, NONE COME TO MIND THAT THAT'S THAT WERE BROUGHT TO US. AFTER THE ADOPTION OF THE SIDEWALK REGULATIONS. UH, THERE WAS ONE ON BRIDGEWATER WAY. UH, THAT I MEMORY. MAY NOT HAVE HAD SIDEWALK SIDEWALKS REQUIRED. UH, THERE WERE NO NEW INTERNAL STREETS WITH THAT BRIDGEWATER WAY WAS IS ALREADY A EXISTING
[00:25:01]
ROAD. UM SO THE CIRCUMSTANCES ARE A BIT DIFFERENT. THANK YOU. AND WE COULD GO TO A 4 FT WALK.I MEAN, THEY'RE THERE. THERE ARE OTHER ALTERNATIVES. UM I. I KNOW WHEN I WAS UP HERE WHEN WE CAME UP WITH THE REGULATION OF SIDEWALKS, AND, UH, WE EVEN THE SUBURBAN AREAS THAT DIDN'T HAVE TO HAVE SIDEWALKS. NOW THEY ALL HAVE TO HAVE SIDEWALKS, SO IT WAS A BIG PUSH TO GET SIDEWALKS OUT OF TO THE LAND DEVELOPMENT CODE. UM, IT'S IMPORTANT. UM BUYING PROPERTY FOR A FEATURE RIGHT AWAY. DEDICATION IS AS WELL BECAUSE THE OTHER OPTION IS THAT THEY COULD DEVELOP WHERE THAT PROPERTY IS, AND THEN WE WOULDN'T BE ABLE TO ACQUIRE THAT PROPERTY, SO THIS ONE IS DOES HAVE SOME BENEFITS. I SAID IT, BUT I THINK SOUND WORKS A RE STILL A HUGE PRIORITY. WAYNE.
JUST FROM MY STANDPOINT, UH JUST TO CONFIRM THIS HAS ALREADY BEEN APPROVED FOR DEVELOPMENT, SO THE 104 UNITS CAN BE BUILT. REGARDLESS THEY'RE JUST SHIFTING NOW, AND THEY'RE ASKING FOR IT TO BE APPLIED SUBDIVISION AS OPPOSED TO BEING BUILT FOR RENT. CORRECT THE SITE DESIGN. UH, THAT YOU SEE THERE, UH, WITH THE EXCEPTION OF THE INTERNAL LOT LINES FOR EACH INDIVIDUAL UNIT.
ALL THIS IS ALREADY BEEN APPROVED BY DEVELOPMENT ORDER. UM AND IT'S CURRENTLY UNDER DEVELOPMENT. UH THE NUMBER OF UNITS IT MEETS THE DENSITY REQUIREMENTS ALLOWANCES FOR, UH, IN IN BY THE LDR. UM THEY'RE NOT ASKING ANY ANY CHANGES TO THE NUMBER OF UNITS. UM THIS WILL NOT APPROVE. THAT THANK YOU. ANY OTHER QUESTIONS FOR STAFF. ALL RIGHT. SEEING NONE. UM, ANY FURTHER DISCUSSION FOR THE BOARD OR I HEAR A MOTION. MAKE A MOTION TO APPROVE. EMOTION. THE MAIN REASON IS BECAUSE IT CURRENTLY IS APPROVED. IF THIS PUD WASN'T APPROVED, THEY CAN CONTINUE ON AND BUILD IT EXACTLY THE WAY IT IS. UM SOMETHING THAT WE MAY WANT TO LOOK AT FURTHER IN THE LAND DEVELOPMENT. MAKO IS ALL DEVELOPMENTS HAVE SOME TYPE OF SIDEWALK NETWORK. BUT CURRENTLY THAT'S NOT IN THERE. THIS IS APPROVED DURING CONSTRUCTION. UM THAT UNFORTUNATELY, THEY WANT TO SELL IT, WHICH IS HUGE IMPORTANCE TO US BECAUSE WE WERE UPSIDE DOWN PRE HURRICANE RENTALS VERSUS OWNERSHIP. THIS DOES GIVE THE OPPORTUNITY FOR OWNERSHIP. WHICH WOULD YOU KNOW? INITIALLY. THAT'S NOT WHAT THIS WAS PROPOSED TO BE. I WANT THE SIDEWALKS JUST AS BAD. BUT WHEN YOU LOOK AT THE NUMBERS OF 50 FT RIGHT AWAY, 12 FT SETBACKS.
THEY'RE GONNA BE 8 FT. INTO THE RIGHT OF WAY. IT LEAVES A TOTAL OF 10 FT. BE NICE TO HAVE A LITTLE BIT OF GREEN SPACE IN THERE. UM WELL, I JUST WOULD LIKE TO SEE THIS NOT TURN INTO A PRECEDENT AND THEY CAN, OBVIOUSLY, EVEN IF THEY'RE PURCH THE UNIT. THEY CAN STILL RENT THEM OUT. MIGHT BE A DEVELOPER THAT PURCHASES ALL THOSE FOR REAL. YEAH IT WOULD BE. MY ONLY CONCERN IS WHAT MOVING FORWARD. YOU KNOW WHAT PRECEDENT WE SETTING TO MOVING FORWARD? ARE WE GONNA REQUIRE? ON WALKS OR NOT. HOW UNDERSTAND WE NEED TO BE FLEXIBLE IN CERTAIN AREAS, CERTAIN SITUATIONS. THAT'S WHY THEY COME TO US WITH A P. IT'S JUST A CONCERN. BUT IF WE TIGHTEN UP THE LAND DEVELOPMENT CODE AND THEN MAKE IT FOR ALL DEVELOPMENTS, APARTMENTS, TOWN HOMES, WHATEVER EVERYONE HAS TO HAVE AN INTERNAL SIDEWALK. CLOSE THAT LOOPHOLE. I'D LIKE TO SEE THAT ANYWAY. OK? RIGHT? UH, WE HAVE A MOTION IN THE SECOND. COMMISSIONER CARROLL.
COMMISSIONER PEACE YES, MA'AM COMMISSIONER DOZIER COMMISSIONER HAM YES, MA'AM. VICE CHAIRMAN MOORE. YES, MA'AM. ALL RIGHT. NEXT UM, REPEAL OF A CMT LLC TAX EXEMPTION ORDINANCE NUMBER

NOW. COMMENT, PLEASE NAME AND RECORD FOR THE YES. COULD YOU NAME AND ADDRESS FOR THE RECORD? I SHOULD SAY. PLEASE. YOU COULD NAME AND ADDRESS FOR THE RECORD. MY NAME IS FRED GLEESON. I LIVE AT 223 EMER COAST CLUB BOULEVARD, PANAMA CITY BEACH. UH FLORIDA. UH I LIVE IN A COMMUNITY CALLED PALM COVE, WHICH IS LOCATED BETWEEN R JACKSON AND A COLEMAN ON OUR ENTRANCE IS ON MY BEACH OR HUTCHINSON. THE REASON I CAME TODAY IS THAT CALM COVE IS YOUR PROPERTY. IT IS COUNTY PROPERTY. WE HAVE 366 UNITS. ON PALM COVE. THE, UH QUESTION IS YOU HAVE AN ORDINANCE 2318, WHICH IS ON SHORT TERM RENTALS. UH, AND I HAVE BEEN OUT TO THE EOC AND TALK TO THE PEOPLE IN THE EMERGENCY SERVICES ABOUT THE ENFORCEMENT OF THAT REGULATION.UH WHAT WILL WE FIND OUT? BASICALLY, IS THAT I DON'T KNOW IF THEY'RE STAFFED ENOUGH TO TAKE CARE OF ALL 366 BECAUSE IN PALM COVE WE HAVE 120 RESIDENTS THAT LIVE THERE ALL THE TIME.
THE REST OF THEM ARE ALL REYNOLDS. IF YOU LOOK A T YOUR BROCHURE, YOU'LL SEE A LAUNDRY LIST OF UH, 15 PAGES OF THE PEOPLE WHO ARE THE OWNERS IN PALM COVE. AND THEIR ADDRESS.
THE INTERESTING THING IS IN COLUMN NUMBER THREE. YOU WILL SEE ALL THESE OTHER ADDRESSES.
THESE ARE PEOPLE WHO HAVE BROUGHT PROPERTY BUT THEY DON'T LIVE THERE. THEY LIVE SOMEPLACE ELSE. THEY USE IT AS A RENTAL. AND I CAN TELL YOU, APPARENTLY RIGHT NOW. IN YOUR REGULATION.
YOU TALK ABOUT A CERTIFICATION BY THE FIRE DEPARTMENT, THE SAFETY AND EVERYTHING FOR THESE RENTALS. I'LL TELL YOU RIGHT NOW THEY'RE SUPPOSED TO BE A PLATE UP THERE WITH A NUMBER WITH A CERTIFIED AND EVERYTHING. THERE IS NOT ONE IN PALM COVE. THEY IGNORE YOU LIKE THE PLAGUE. AND I. I DON'T KNOW WHAT TO SAY. IF IT'S A STAFFING PROBLEM, OR WHAT I CAN TELL YOU THIS. FROM YOUR FEES AND HER 60 TO 60 TO $100,000 WORTH OF FEES OUT THERE IF YOU WANT THEM. BUT I DON'T KNOW HOW TO GET THE OWNERS. TO STAND UP. AND REQUEST. THEY? THEY JUST DON'T WANNA DO IT BECAUSE NUMBER ONE. IT'S NOT IN THERE. NOT ANOTHER GAME TO DO IT. SO ALL I'M ASKING. IS THERE ANY WAY YOU CAN TAKE CARE OF THE EMERGENCY SERVICES? GET THEM THE ASSETS THAT THEY NEED TO DO THE JOB. BECAUSE YOU KNOW YOU'RE A DEPUTY SHERIFF JACOB. UH, VERONE WHO LIVES WITH ME DOWN OR LIVES DOWN THERE? HE HAS THE SAME PROBLEM. IT JUST IT'S A MESS. WE NEED HELP. YES, SIR. THANK YOU FOR YOUR TIME. THANK YOU APPRECIATE ANY ANYONE ELSE? SEEING NONE, UM, COUNTY ATTORNEY REPORT. WHAT COUNTY MANAGERS. UH, YES, SIR. MR CHAIRMAN. TWO ITEMS. UH, FIRST OFF. UM, I KNOW
[COUNTY MANAGER REPORT]
ALL OF YOU WERE MADE AWARE YESTERDAY. UM WE HAD A COUNTY EMPLOYEE IN OUR SOLID WASTE DIVISION THAT PASSED YESTERDAY. UH, CASSIE ALLEN AND, UH, WE'D LIKE TO EXTEND OUR CONDOLENCES[00:35:06]
TO HER FRIENDS AND FAMILY. UH, R HR DEPARTMENT, UM, HAS ALREADY REACHED OUT BUT WILL BE WORKING VERY CLOSELY WITH, UH, WITH HER FAMILY, UH, TO MAKE SURE THAT ALL THEIR NEEDS ARE MET, UM I JUST WANTED TO PASS ON THAT, UH, VERY UNFORTUNATE AND WE'RE WE'RE WE'RE, UH THAT HAPPENED. THE NEXT ITEM IS, UH, TO MR GLEASON'S COMMENTS. UM A STAFFING ANALYSIS WAS DONE PRIOR TO, UH, THIS PROGRAM BEING PUT IN PLACE. UH, THE BOARD APPROVED THE APPROPRIATE NUMBER OF POSITIONS TO CONDUCT THE INSPECTIONS THAT THIS IS A BRAND NEW PROGRAM. UH, EMERGENCY SERVICES IS STILL IN THE PROCESS OF RAMPING THAT UP IN DIFFERENT PHASES. UM SO AS WE GO THROUGH AS YOU'RE AWARE, THE FIRST ATTEMPT IS, UM TO NOTIFY ALL OF THE SHORT-TERM RENTALS, AND I THINK IT'S IMPORTANT TO POINT OUT WHAT THAT IS. I'M NOT SURE HOW MANY OF THOSE UNITS ARE ACTUALLY RENTED FOR LESS THAN SIX MONTHS. UM BUT JUST BECAUSE THE RENTAL DOESN'T MEAN THAT THEY'RE IN THIS PROGRAM, SO IT HAS TO BE SHORT TERM, MEANING THEY'RE RENTED FOR STINTS OF LESS THAN SIX MONTHS AT A TIME. UM THE FIRST WAVE IS TO TRY TO GET VOLUNTARY COMPLIANCE. SO SENDING NOTIFICATIONS OUT TO EACH OF THE RENTERS OR TO THE OWNERS GETTING THEM TO COMPLY WITH THE THINGS THAT ARE IN THAT CHECKLIST, SO POSTING PLACARDING MAKING SURE THEY'RE REGISTERED WITH THE STATE FOR TAX COLLECTION, MAKING SURE THEY'RE COLLECTING BED TAXES AND SO ON AND SO FORTH. UM THE COUNTY IS GOING TO BE DIVIDED UP INTO ZONES SO EVERYBODY WILL NOT GET AN EXPECT AN INSPECTION ALL AT ONE TIME, THE INSPECTORS WILL WORK THROUGH THE COUNTY IN PHASES, UM, SO THAT THOSE INSPECTIONS CAN OCCUR. ONE TIME A YEAR WITH COMPLIANCE WITH THE REGULATION. UH, AT THE TIME THE INSPECTOR SHOWS UP THE HOPE IS THAT THE OWNER WILL BE COMPLIANT AND IT WILL BE A VERY STRAIGHTFORWARD PROCESS. UM IN THE EVENT THAT THEY'RE NOT COMPLIANT, THEN WE HAVE SOME REGULATORY TOOLS IN OUR TOOL BAG TO ADDRESS THAT. SO IF WE SHOW UP AND YOU KNOW THEY'RE NOT REGISTERED, THEY'RE NOT ON THE REGISTRY. THEY'RE NOT COLLECTING THE TAX. THEY DON'T HAVE THE PLACARDS PUT UP. THEY DON'T HAVE THE RIGHT SAFETY EQUIPMENT AND THE STRUCTURES. UM THERE ARE TOOLS THAT THE BOARD HAS GIVEN US IN OUR BAG TO GO DO THAT. BUT THIS IS A NEW PROGRAM. UH, I BELIEVE THIS ORDINANCE WAS PASSED BACK IN OCTOBER OF LAST YEAR, AND SO STAFF IS STILL RAMPING THAT UP AND GETTING IT GETTING IT DEPLOYED. BUT THERE WAS A STAFFING ANALYSIS DONE, UM, TOOK INTO ACCOUNT. HOW MANY TOTAL UNITS THERE ARE COUNTYWIDE. UH AND WE BACKED INTO THAT, BASED ON THE UM LEVEL OF SERVICE SCENARIO IF YOU WILL, UH AND WE'RE IN THE PROCESS OF GETTING THOSE BILLETS FILLED. UH, THERE'S ALSO SOME ADMINISTRATIVE THINGS WE'RE WORKING ON. SO EXAMPLE POINT OF SALE. UH THE POINT OF SALE SYSTEM IS JUST RECENTLY COME ONLINE, SO PEOPLE ARE GOING TO BE ABLE TO GO IN AND PAY THEIR PAY THEIR FEES TO REGISTER. SO AGAIN, IT'S A IT'S A IT'S A PROCESS. AND NOTHING ELSE FROM STAFF. THANK YOU, AND WE'D BE MORE THAN INTERESTED TO GET MR GLEASON'S CONTACT INFORMATION AND, UH, AFTERWARDS AND INTERACT WITH HIM SOME MORE FROM A STAFF PERSPECTIVE TO ADDRESS ANY OTHER CONCERNS HE MIGHT HAVE. YES MR WILL TALK TO YOU AFTER WE'LL TALK TO YOU AFTER THE MEETING.[CHAIRMAN & COMMISSIONER COMMENTS]
YES, SIR. ALL RIGHT, UH, CHAIRMAN COMMISSIONER. COMMENTS UH, START TO MY RIGHT. UM BILL, ALL RIGHT, SO I HAVE THREE THINGS FIRST IS UM I CONSISTENTLY, UH, I ASKED FROM PEOPLE AROUND THE COUNTY. UH, ABOUT THE OLD PASS. AND, UM I JUST WANT TO COMMENT ON THE TO LET EVERYBODY KNOW WE'RE STILL IN THE STUDY STAGE OF THE OLD PASS. THERE'S STILL A STUDY GOING ON. UH, TO MEET THE, UH, DEP REQUIREMENTS. THAT'S THAT'S UH, ONE OF THEIR ONE OF THEIR REQUIREMENTS. AND SO WE'RE IN THE MIDDLE OF THAT STUDY, AND IT'S IT. UH I DON'T HAVE A DATE.WHEN THAT STUDY WILL BE OVER. IT'S BASED ON SOME OF THE INFORMATION THAT THEY FIND, AND, UM, BUT IT IS AN ONGOING EFFORT. AND THE REASON I BRING THAT UP, BECAUSE SOME PEOPLE THINK THAT IT'S BEEN PUT TO THE WAYSIDE, AND IT HAS NOT. UM SO WE'RE STILL TO PLUG IT AHEAD ON THE OLD PASS BEST WE CAN RIGHT NOW WITH THE STUDY, OF COURSE. UM NEXT. I'VE, UH THE NEXT ITEM I HAVE IS, UH I HAVE BEEN, UM I'VE BEEN ON THE BOARD FOR ON THE COMMISSION AT THE END OF THIS TERM, BE 20 YEARS. AND UM, I WAS ON BEFORE I WAS, UH ON THIS BOARD. I WAS ON STAFF FOR 16 AND, UH, SO AS THIS TERM COMES TO AN END, I I'VE CHOSEN TO RETIRE. AND I'VE CHOSEN TO UH TO, UM TAKE THE 36 YEARS THAT I'VE SERVED. BAY COUNTY. UH AND, UH, MOVE ON TO OTHER THINGS. SO, UH, JUST WANTED TO MAKE THAT AN OFFICIAL ANNOUNCEMENT. I'VE HAD PEOPLE ASK ME ABOUT THAT. MOST PEOPLE KNOW ALREADY JUST THROUGH CONVERSATION, BUT I'VE HAD A NUMBER OF PEOPLE ASK ME. WHY HAVEN'T I MADE AN OFFICIAL ANNOUNCEMENT YET? SO TODAY? UH, THAT'S THAT'S MY ANNOUNCEMENT THAT WILL BE RETIRING AT THE END OF THIS TERM. IN NOVEMBER, WHEN, UH WHEN THE ELECTION IS AND THEN
[00:40:01]
THE LAST THING THAT I HAVE IS, UH, IN THE MOST IMPORTANT THING. UM, IS, UM MARCH 31ST. EASTER.UM SO WE HAVE EASTER RIGHT AROUND THE CORNER. AND, UH, I JUST WANTED TO, UH FIRST OFF, ENCOURAGE THOSE WHO WOULD CHOOSE TO GO TO CHURCH AND, UH CELEBRATE EASTER AT CHURCH, BUT, UH YOU KNOW, EASTER'S, UM I HAVE SEVERAL FAVORITE TIMES OF THE YEAR. I ALWAYS BRING IT UP.
CHRISTMAS IS MY FAVORITE TIME. EASTER'S RIGHT NOW. EASTER IS MY FAVORITE TIME OF THE YEAR. AND UH, IT'S BECAUSE THAT, UM YOU KNOW, OUR JESUS CHRIST, OUR LORD AND SAVIOR. HE DIED ON THE CROSS WAS BURIED IN A TOMB IN THREE DAYS LATER, HE ROSE. UM AND STILL LIVES TODAY. SO, UH, THAT'S WHY WE CELEBRATE EASTER. THE BUNNY RABBITS ARE A LOT OF FUN HUNTING. THE EGGS ARE A LOT OF FUN FOR THE KIDS. AND ALL. BUT THE TRUE MEANING BEHIND EASTER IS, UH, IS HOW JESUS CHRIST ROSE AFTER THREE DAYS AND TO GIVE EACH ONE OF US THE OPPORTUNITY FOR SALVATION. AND SO, UM, IN THE BIBLE SAYS, IF YOU BELIEVE IN YOUR HEART AND CONFESS WITH YOUR MOUTH THAT JESUS CHRIST AS LORD, YOU WILL BE SAVED. AND SO, UH, THIS YEAR THEY'RE CELEBRATE EASTER AND, UM UM, SHARE THAT WORD WITH SOMEBODY. ABOUT IT. THANK YOU. THANK YOU, SIR. COMMISSIONER HAM UM, I ON I ONLY HAVE JUST A EVERYONE ENJOYS THEIR SPRING BREAK. UM I TRYING TO DO THAT MYSELF FOR MY CHILDREN? I HOPE YOU GUYS AND EVERYONE ELSE ENJOYS THE SAME. THAT'S ALL.
THANK YOU, SIR. UM QUESTION. MR CARROLL. JUST A COUPLE OF THINGS ONE AS USUAL. I HAVE MY NOTE HERE TO MAKE SURE BILL TALKS ABOUT EASTER. AND TAKE THAT OFF THE LIST. UM AND HIS FATHER STEVE, IF YOU COME TO HOLD A NATIVITY FOR SERVICE AT EASTER, HE WILL REMIND YOU ALL THAT THANK YOU FOR BEING HERE THAT WE DO THIS EVERY SUNDAY. AND IF I DON'T SEE YOU NEXT SUNDAY, I'LL SEE YOU AT CHRISTMAS. SO KIND OF A SLIGHT JAB THERE, UM, SPRING BREAK WAS BROUGHT UP. UM IT IS A BUSY TIME OUT AT THE BEACH. UH, YOU GOT HIGHWAY 98 UNDER CONSTRUCTION, SO THERE'S A LOT OF CONSTRUCTION GOING ON SPRING BREAKERS GOING ON. PEOPLE ARE NOT FAMILIAR WITH OUR ROADS. SO PLEASE BE CAREFUL IF YOU'RE OUT AT THE BEACH. UH A LOT OF PEOPLE THAT DO NOT KNOW OUR ROADWAYS.
UM LAST THING IS SO WE HAD THE PUD TODAY. WE TALKED ABOUT SIDEWALKS. UM THINK I INITIALLY BROUGHT IT UP TO INITIATE SIDEWALKS THAT WE NEEDED IT IN ALL DEVELOPMENTS YEARS AGO. UM AND I'M THANKFUL THAT WE'RE DOING THAT CONTINUE TO DO IT. UM SINGLE FAMILY. ALWAYS GOING TO BE INCLUDED APARTMENT COMPLEXES. THEY TYPICALLY HAVE THEM BECAUSE THEY HAVE TO HAVE THE AD A ROUTES. THAT'S PART OF THE DEVELOPMENT ITSELF. UM SO THE LAST THING WE KIND OF NEED TO CAPTURE WOULD BE THE TOWNHOUSES. SO I WOULD I'D LIKE STAFF TO LOOK AT MAYBE ADDING THAT LANGUAGE TO ENCOURAGE ALL RESIDENTIAL DEVELOPMENTS TO HAVE, UM SOME TYPE OF SIDEWALK WITHIN THEIR DEVELOPMENT. UM WE ALREADY HAVE FOR COMMERCIAL DEVELOPMENTS. THEY GOT TO CONNECT, SO I THINK THAT'S THAT LAST PIECE AND THAT'LL CLOSE THIS LOOPHOLE THAT I DON'T THINK THEY WENT THROUGH A LOOPHOLE. I THINK IT'S JUST THE WAY IT WORKED OUT. UM YOU DON'T HAVE TO DO SOMETHING. A LOT OF TIMES, THEY DON'T DO IT. SO, BUT I WOULD LIKE TO SEE IF, UM IF THERE'S NO OBJECTION FOR US TO LOOK AT, MAYBE ADDING THAT LANGUAGE TO LDR. L DC. EXCUSE ME? NO OBJECTION. HERE I WAS ACTUALLY GOING TO BRING THAT UP AS WELL. SO YOU HAD TO MAKE SURE OF HIS. I WAS SAYING YOU GOT TO CHECK ALL THE MARKS. THAT'S ALL I HAVE, SIR. ALL RIGHT. THANK YOU. SO WITH THAT, UM BOB, IF YOU WOULD HAVE STAFF LOOK INTO AND BRING TO US ABOUT, UM, INCORPORATING SIDEWALKS INTO ALL DEVELOPMENTS. UH, FOR ME, UH, JUST, UH AGAIN, SPRING BREAK.
UH, TAKE YOUR TIME. BE CAREFUL. WE ARE LOCALLY IN OUR SPRING BREAK, AND THEN WE'LL HAVE A FEW MORE COMING. THROUGH THE NEXT FEW WEEKS AS OUR VISITORS COME, JUST PLEASE, UM, BE PATIENT AS WE GO DOWN THE ROADWAYS. UH I WANNA MENTION ONE OF THE THINGS WE PROVED AND CONSENT AGENDA THAT I'M EXCITED ABOUT IS CONTINUING TO WORK ON AFFORDABLE HOUSING. IT WAS NUMBER THREE.
THE LAND DONATION THAT THE COUNTY DID TO HABITAT FOR HUMANITY. I JUST WANT TO SAY KUDOS TO HABITAT FOR THE WORK THAT THEY DO, AND FOR WHAT WE HAVE, UM AND JUST BEING ABLE TO CONTINUE TO WORK ON BUILDING AFFORDABLE HOUSING FOR FAMILIES IN NEED, UH, I'M GLAD THAT WE HAVE ORGANIZATIONS LIKE THAT IN OUR COMMUNITY THAT CONTINUE TO LEAN INTO AND WORK WITH, UM, THE CITIZENS OF THIS COMMUNITY TO IMPROVE IT. UH, AND THAT'S IT AND SO SEEING NOTHING ELSE. WE ARE ADJOURNED.
