IT GIVES A VARIETY OF DIFFERENT OPTIONS SO THEY DON'T HAVE TO COME TO THE BILLING DEPARTMENT. THEY CAN USE ANY OF THESE OTHER OPTIONS. MY HOMES THEY CHARGE 400. 425 LOT LESS 7000, AND THAT'S TO DO A WHOLE HOUSE. I WOULD I WOULD THINK MAYBE A MOBILE HOME WOULDN'T BE ANY MORE THAN THAT. UM AND YEAH, THERE ARE A PLETHORA OF THOSE FOLKS OUT THERE. SO THERE THERE IS COMPETITION JUST IN THAT ONE CATEGORY IS HOME INSPECTORS, BUT WE'VE ADDED OTHER PEOPLE AS WELL. UM SO WE? I THINK WE CAN COME UP WITH SOMETHING. WE COULD COME UP WITH SOMETHING. AND DID YOU SAY THERE WAS A PROBLEM WITH OUR INSPECTORS NOT BEING TRAINED FOR SO THE FEEDBACK WE GOT FROM THE DEPARTMENT. SO LET ME BACK UP. UM THE MOBILE HOMES, UNLIKE REGULAR CONVENTIONALLY BUILT HOMES ARE NOT INSPECTED BY, UM, THE BUILDING OFFICIAL AS PART OF THE INITIAL CONSTRUCTION THERE. THEY'RE APPROVED AT THE FACTORY AND SEND DOWN HERE AND THEY THEY FOLLOW RULES THAT ARE DIFFERENT THAN THE THAN THE BUILDING CODE RULES THAT THAT THAT ARE BUILDING OFFICIALS ARE ARE GOVERNED BY. SO THIS IS A WHOLE DIFFERENT SET OF RULES THAT THAT THAT THAT ARE THAT ARE NOT THE ONES THAT WE USE FOR CONVENTIONALLY BUILT HOMES THAT WE INSPECT CURRENTLY, SO THE FEEDBACK WE GOT FROM THE DEPARTMENT. UM WAS THAT THEY WOULD PREFER NOT TO BE INVOLVED IN THESE INSPECTIONS. UM, FOR A VARIETY OF REASONS, BUT BUT I IN PART BECAUSE, UM, THE TRAINING THEY HAVE IN THE FLORIDA BUILDING CODE DOES NOT NECESSARILY, UM TRANSFERABLE TO, UM, THE TRAINING THAT'S BEING ASKED AS PART OF THIS INSPECTION PROCESS, AND, UM, THERE'S LOTS OF PEOPLE WHO CAN DO THIS WORK.

UM, WHO WE BELIEVE ARE GOING TO BE WILLING TO DO THIS WORK WITH THIS LIST THAT WE'VE PROVIDED, BUT UH, THAT'S ULTIMATELY UP TO THE BOARD. SO THE BUILDING INSPECTION DEPARTMENT IS USED TO LOOKING AT SPECIFICATIONS ON WINDOWS AND DOORS, GARAGE DOORS. THAT TYPE THING, AND ALL OF THESE MOBILE HOMES COME WITH THOSE TYPE, UM, SPECIFICATIONS ON HOW THE ROOF IS BUILT, AND THE WALLS ARE BUILT, AND WE DO REQUIRE THEM TO BE, UH, ANCHORED TO MEET THE WIND LOAD. UM SO I DON'T I DON'T IF THEY CAN INSPECT A HIGH RISE, I THINK I THINK THIS IS GOING TO BE AN EASY AN EASY JOB FOR THEM TO INSPECT THE, UH, THE MOBILE HOMES AND I AGREE. WE SHOULD PROBABLY JUST KEEP OUR RATE. UH IN LINE. IT'S WE IT WAS A TERRIBLE OVERSIGHT. AND I'M GOING TO SAY ON MY PART FOR SURE, BECAUSE I REALLY WASN'T THINKING ABOUT HOW EXPENSIVE THE ENGINEER AND ARCHITECT WAS WHEN WE FIRST AGREED, UH, AND VOTED ON THIS, SO I TAKE RESPONSIBILITY THAT WE SHOULD HAVE COME UP WITH SOMETHING. UM THE STATUTE SAYS, UM, THE COUNTIES AND LOCAL GOVERNMENTS CAN IDENTIFY WHO'S UM UH, WHO WHO HAS THE RIGHT CAPABILITIES TO DO THAT WORK? UM AND THAT'S TYPICALLY LEFT TO THE COUNTIES. BAY COUNTY DOESN'T HAVE AN ORDINANCE THAT ADDRESSES THAT, WHEN, WHEN THE WHEN THE COUNTY DOESN'T ADDRESS IT. THE STATUTE, UM, SAYS THAT THE STATE DMV IS SUPPOSED TO, UM CREATE A PROCESS FOR, UM CERTIFYING PEOPLE AS BEING, UM, APPROPRIATE TO DO THIS WORK, UM, COME UP WITH A DATABASE OF PEOPLE WHO CAN DO IT. THEY'VE NEVER UM, IN THE 30 YEARS SINCE THE STATUTE WAS CREATED, THEY'VE NEVER IMPLEMENTED THAT STATUTE. SO UM, THERE IS NO LIST OF STATE CERTIFIED PEOPLE WHO CAN DO THAT WORK. UM THEY HAVE, UM, WE'VE HAD SOME DISCUSSIONS WITH THE GENERAL COUNSEL'S OFFICE AND BASED ON THOSE DISCUSSIONS, WE BELIEVE THAT THE, UM THAT THE DMV VS POSITION IS THAT, UM BUILDING CONTRACTORS WHO WOULD BE ABLE TO DO THAT WORK IF THIS WAS A BUILDING CODE BUILDING RATHER THAN A MOBILE HOME WOULD BE ANYBODY WHO HAS A STATE LICENSE THAT ALLOWS THEM TO DO SIMILAR WORK IN A REGULAR BUILDING WOULD BE ABLE TO DO THAT WORK HERE AND SO THAT'S THE POSITION THAT WE'VE TAKEN BUT BUT YES IN THE 30 YEARS SINCE THE STATUTE WAS CREATED, THE DMV HAS NOT ELECTED TO IMPLEMENT THE DIRECTION THAT THE LEGISLATURE GAVE THEM TO CREATE A STATE CERTIFIED LIST OF PEOPLE WHO CAN DO THAT WORK IN THE ABSENCE OF A COUNTY ORDINANCE. YOU KNOW. THE OTHER OPTION, OF COURSE, IS FOR THE FOR THE COUNTY TO ADOPT SOME KIND OF ORDINANCE THAT WOULD TAKE CARE OF THIS, UM AND MAKE IT MAKE IT CLEAR, BUT THAT WOULD BE A WHOLE DIFFERENT DISCUSSION.

ONE OF THE THINGS I LIKE ABOUT WHAT BRIAN'S DONE HERE, BASED ON MY EXPERIENCE, AND WHAT BILL WAS JUST SAYING IS WITH WHAT THEY DID ADD HERE WITH BEING A STATE CERTIFIED OR REGISTERED BUILDER, RESIDENTIAL OR GENERAL CONTRACTOR, THAT THESE PEOPLE THAT HAVE DONE THESE INSPECTIONS BASED ON THESE CONVERSATIONS ARE ALSO THE ONES THAT HAVE REPAIRS NEED TO BE MADE. THEY CAN INSPECT, AND THEN THEY CAN ALSO STEP IN AND START DOING THE REPAIRS FOR THE CITIZENS ON THESE HOMES AS WELL. SO THAT WOULD ADDRESS TO ME. I'M LOOKING AT IT GOING DOWN THE ROAD.

THERE'S CODE ENFORCEMENT OR SOMETHING WE'VE GOT AT THAT POINT IN TIME. WE'VE GOT SOMEBODY THAT IS CERTIFIED AND BEING ABLE TO DO THIS FOR BEING ABLE TO DO REPAIRS AND EVERYTHING TO HOPEFULLY ADDRESS. SOME OF THE ISSUES WE'VE EXPERIENCED IN THE PAST AS WELL RELATED TO CODE ENFORCEMENT MATTERS AND REPAIRS OF STRUCTURES. YEAH, I. IF RIGHT NOW, THE WAY THE CODE IS A CONTRACTOR WITH A CONTRACTOR'S LICENSE CAN FIX A REGULAR HOUSE A STICK BUILT HOME. HE CAN FIX IT. OR THE HOMEOWNER CAN FIX IT. IF HE CHOOSES TO DO THAT, WE GO OUT THERE AND WE EXPECT IT. GREEN LIGHT OR RED LIGHT. YOU HAVEN'T DONE THE JOB OR YOU HAVE DONE YOUR JOB. THAT'S ALL WE NEED TO DO WITH THESE MOBILE HOMES. AND THEN THESE STUDENTS WERE CHOSEN FOR JUNIOR LEADERSHIP BAY FROM, UM FROM THE SCHOOL STAFF, AND THESE 25 STUDENTS GRADUATED LAST NIGHT, AND IT WAS INTERESTING LISTENING TO OF THE STUDENTS THAT WENT THROUGH THIS LEARNED ABOUT SOME OF OUR COMMUNITY, AND ACTUALLY, ONE OF THEM WAS ABLE TO THEY ACHIEVED A SCHOLARSHIP. THE GULF COAST AND THE FSU PC ALSO LEARNED ABOUT SOME OF THE INDUSTRY THAT WE HAVE HERE AND WITH THAT SCHOLARSHIP IS GOING TO BE PURSUING ONE OF THE MAJORS THERE AT GULF COAST AND FSU PC AND IS PLANNING ON STAYING HERE IN THE COMMUNITY WITH THAT.
