REGULAR AGENDA NUMBER 11, FY 24. FEES AND FINES, SCHEDULE AMENDMENT. MISS MIRANDA GRIFFITH FOR YEARS, MA'AM. GOOD MORNING. COMMISSIONERS BEFORE YOU THIS MORNING. AND AS AN AMENDMENT FOR THE FY 24 FEES AND FINES SCHEDULE IN FEBRUARY, YOU APPROVED AN AMENDMENT TO THE SCHEDULE THAT WOULD INCLUDE PARKING FEES FOR THE NB MILLER PIER. THIS AMENDMENT TODAY WILL REDUCE THE $80 BAY COUNTY RESIDENT ANNUAL PASS TO ZERO. WE ASK THAT YOU HOLD ANY DISCUSSION NEEDED, THEN APPROVE THE AMENDED FEES AND FINES AND THE ATTACHED RESOLUTION. I'M HERE FOR ANY QUESTIONS. OKAY. ANY QUESTIONS FOR STAFF FOR MIRANDA. ANY COMMENTS CONCERNS. YEAH I HAD A FEW COMMENTS. OKAY. JUST WHEN WE FIRST STARTED TALKING ABOUT THIS, WE CALLED IT I GUESS A USER FEE, FOR THE PIER BECAUSE WE HAVE A LOT OF STILL HAVE A LOT OF DEBT OUT THERE. SO I FIELDED A FEW PHONE CALLS FROM DIFFERENT PEOPLE ABOUT THINGS THAT THEY THOUGHT MIGHT BE USER FEE FRIENDLY TO LOCALS. ALSO EXCUSE ME, I GOT A, I'M TRYING TO. IT'S NOT CONTAGIOUS, BUT, IT'S, WHAT WE HAVE NOW. OUR COST TO OPERATE AT THE DEBT RIGHT AT THE PIER IS 1,000,008 A YEAR.

IT'S WHAT IT'S COSTING US JUST TO OPERATE WITH THE FOLKS OUT THERE AND THE MAINTENANCE ON THE PIER AND THEN WE HAVE $400,000 DEBT THAT WE STILL OWE ON THE PIER, THAT WE'RE PAYING PER YEAR. WE PAY THAT OFF IN 2032 TO UNDERSTAND IT. SO WE STILL OWE ABOUT A MILLION BUCKS ON THAT.

ON THAT NOTE, THAT GIVES US A NUMBER OF 2 MILLION, 200,000 THAT WE NEED TO COME UP WITH.

PER YEAR TO PAY JUST, YOU KNOW, TO BREAK EVEN ON THE DEBT AT THE PIER. WE HOPE TO MAKE, 420,000, ON THE PARKING AND 775,000 ON THE PEOPLE THAT FISH AND OR SPECTATORS SO THAT, YOU KNOW, IF WE MAKE THOSE TWO NUMBERS, THAT'S GOING TO REALLY HELP US A LOT WITH WHAT WE GOT GOING ON AT THE PIER AND BRING IT, GET IT UP, YOU KNOW, TO WHERE IT'S NOT REALLY COSTING ALL OF THE CITIZENS. ANYTHING. YOU KNOW, OUR HOPES WERE TO GET THE, YOU KNOW, TO DO THIS PARKING FEE AND TO GET IT TO WHERE WE COULD GET TO A BREAK EVEN POINT. SO I HAVE FIELDED WE'RE STILL GOING TO BE IF WE IF WE DO MAKE THE $420,000 NUMBER AND WE MAY OR MAY NOT MAKE IT, WE'RE AT A WE'RE AT 180,000, RIGHT NOW IN OUR PARKING. AND BUT WE DID MISS SPRING BREAK. WE HAVE TO REMEMBER WE MISSED SPRING BREAK AND WE WERE, OUR EQUIPMENT WAS NOT UP TO SNUFF, SO TO SPEAK.

THE CAMERAS AREN'T STILL AREN'T OUT THERE. SO I THINK ONCE THOSE THINGS ARE CORRECTED, THEN WE MAY WE MAY COME CLOSER TO OUR GOAL OF THE FOUR 420. BUT STILL AT THAT POINT, THAT'S GOING TO LEAVE US IN A SHORTFALL AT THE PIER. SO I GUESS THERE WAS A SOMETHING ON TV THAT I MISSED THAT PEOPLE WERE WE WERE TALKING ABOUT MAYBE DOING AWAY WITH THIS FEE FOR LOCALS. AND I CERTAINLY THINK THAT EVERY LOCAL NEEDS EVERY BREAK WE CAN POSSIBLY GIVE THEM. I'M 100% WITH EVERYBODY ON THAT, BUT WE STARTED THIS THING. I THOUGHT, NOW AND NO, SOMEONE WILL CORRECT ME IF I'M TALKING WRONG HERE, BUT I THOUGHT THAT WE HAD ALL DISCUSSED, THIS PARKING FEE TO TRY TO THROW MONEY BACK INTO OUR PARK SYSTEM. WE'RE DOING OTHER THINGS THAT ARE HELPING US WITH THAT. WE'VE GOT A $100,000 DONATION TOWARD THE PARKS WITH OUR NEW PROGRAM. WITH THAT. AND, YOU KNOW, SOME SOME OTHER IDEAS THAT WE'RE WE'RE THROWING AROUND TO TRY TO GET SOME MORE MONEY BACK IN THE

[00:10:02]

PARK SYSTEM WHERE PEOPLE NO, NO BAY COUNTY CITIZEN HAS TO PAY, YOU KNOW, TOWARD THE PARK, TOWARD THE PARKS. I HAD A SOFTBALL PARENT CALL ME AND SAY THAT THEY FELT LIKE THEIR CHILDREN WERE LOCAL, AND MAYBE THEY SHOULD BE NOT HAVE TO PAY THE FEES AT THE SOUTH, YOU KNOW, TO PLAY SOFTBALL. I'M NOT I'M NOT GOING TO CLAIM THAT I KNOW EVERYTHING THERE IS TO KNOW ABOUT THE FEES, BUT I KNOW THAT THERE THAT KIDS ARE LOCAL, KIDS ARE BEING CHARGED JUST LIKE OUT OF TOWN KIDS TO PAY TO PLAY SOFTBALL AND MAYBE BASEBALL. I'M NOT SURE. BASEBALL TO BOB'S NON.

SO MAYBE WE NEED TO LOOK INTO, THOSE. I JUST FEEL LIKE WE'RE WE'RE MAYBE GOING TO TRY TO VOTE FOR SOMETHING HERE AGAIN THAT, YOU KNOW, MAYBE WE HAVEN'T GONE OVER THOROUGHLY, I WAS HOPING WE COULD BREAK EVEN ON THE DEBT ON THE PIER AND POSSIBLY AT SOME POINT, BE ABLE TO FEED SOME OF THAT MONEY INTO, SOME SALARIES TO YOU KNOW, DO BETTER MAINTENANCE ON SOME OF THE OTHER PARKS BECAUSE AS WE TALKED ABOUT THOSE PARKS, A LOT OF PARKS ARE IN IN DIRE NEED OF, OF A LOT OF A LOT OF WORK MAINTENANCE WISE. SO I JUST ENCOURAGE YOU TO THINK ABOUT ALL THAT. AS WE SIT HERE TODAY. SO THANK YOU. THERE WE GO. YES, SIR. BOB, WE'VE HAD, WHAT, 90 DAYS TO EVALUATE ALL THE DATA? PERCENTAGE WISE, OF LOCALS USING IT VERSUS WHAT DOES THAT BREAKDOWN, MY RECOLLECTION FROM THE LAST MEETING WE DISCUSSED THAT I THINK IT WAS 11% OVER, OVER ALL USERS IN THAT EVALUATION PERIOD. AND I WANT TO SAY IT GENERATED 40,000 OR I THINK WHAT WE DIDN'T GENERATE 40,000, WE ESTIMATED WE PROJECTED OUT THAT, YOU KNOW, OVER A 12 MONTH PERIOD, THE TOTAL COLLECTIONS ON THAT 11% WOULD BE ROUGHLY 40,000 OF THE OF THE 400,000 WE'RE PROJECTING.

AND THIS IS JUST THE PARKING. THIS IS NOT IF YOU WANT TO GO TO THE PIER, YOU'RE STILL PAYING TO GO ON THE PIER. YES, SIR. IF YOU GO ON THE PIER, YOU STILL GET A BY PASS. OR IF YOU'RE BUYING YOUR PASS TO GO FISHING, YOU KNOW, YOU AGAIN, LOCAL OR NOT. IF YOU BUY THAT PASS, YOU GET TO PARK FOR FREE. OKAY. THANK YOU. CAN I MAKE ONE MORE COMMENT THAT I DID OF COURSE GET A CALL FROM ONE OF THE FISHERMEN THAT SAID, WHAT'S THE DIFFERENCE IN WATCHING THE SUN DROP AND WATCHING THE LEAD DROP THEIR WORDS? SO COMMENT. YES, SIR. JUST I AM GLAD THAT WE'RE ABLE TO HAVE THIS OPPORTUNITY TO LOWER THIS FEE. WE STARTED OFF ON THIS IN BULK. WE GOT THE GROUNDWORK LAID. WE WERE ABLE TO EVALUATE IT, GET ALL THE DATA BACK, AND TO MOVE FORWARD WITH WHAT WE HAD, TALKED ABOUT AT ANOTHER MEETING OF POSSIBLY LOWERING THE FEE OR DOING AWAY WITH THE FEE FOR LOCALS, I'M CERTAINLY IN AGREEANCE WITH THAT. I THINK THAT, IN TIME, YOU KNOW, OVER A PERIOD OF TIME, WE'LL EVENTUALLY GET THE PIER PAID OFF AND WE WILL BE ABLE TO, YOU KNOW, USE SOME OF THIS MONEY FOR OTHER PARKS AND RECREATION, DOESN'T HAPPEN ALL AT ONCE, HAPPENS OVER A PERIOD OF TIME. AND I'M JUST EXCITED THAT WE'RE ABLE TO MOVE IN THIS DIRECTION, NOT TO CHARGE THE LOCAL PEOPLE TO, TO USE THE PIER. CAPTURE THE REVENUE STREAM FROM THOSE THAT ARE OUT OF TOWN. AND, THAT THAT PLAN ON, THEY PLAN AHEAD ON THINGS LIKE THIS, YOU KNOW, GOING ON VACATION. THIS IS OUR BUDGET. THIS IS WHAT WE'RE GOING TO BE SPENDING WHEREVER THEY GO, WHETHER IT'S HERE OR ORLANDO OR WHEREVER. AND SO I THINK THIS IS A GOOD MOVE. AND I'M CERTAINLY IN SUPPORT OF IT. OKAY. ALL RIGHT. ANYTHING OR. YES, SIR, THIS IS ONE THING IN, IN I HAD A LOT OF CONVERSATIONS WITH CITIZENS. THE MAJORITY OF MY DISTRICT, I DO HAVE PART OF THE BEACH, BUT I ALSO HAVE A LOT ON THE NORTH SIDE OF THE COUNTY, ONE OF THE THINGS IN THIS IS WHEN WE FIRST LOOKED AT THIS, THE ANALYSIS AND THE THOUGHT WAS, IS, AS CLAIRE MENTIONED, I'M NOT GOING TO TRY TO REDO THE NUMBERS, BUT THERE'S A LARGE HOLE THAT WAS BEING CREATED BY THE PIER THAT WAS USING A LOT OF THE PARKS AND REC BUDGET. AND SO MY PURPOSE IN VOTING FOR THIS ORIGINALLY, AND I AGREE THAT IF WITHOUT VIOLATING CONSTITUTIONAL PRINCIPLES OF, WHICH ARE LEGAL DEPARTMENT DID A GOOD JOB, COUNTY ATTORNEY STAFF DID A GOOD JOB OF MAKING SURE TO MAKE WE'RE FOLLOWING THE LAW AND NOT VIOLATING THAT OF LOOKING AT IT FROM THE STANDPOINT OF WE'RE NOT

[00:15:04]

DIGGING THAT HOLE QUITE AS DEEP NOW. AND SO THERE IS NOT AS MUCH THAT'S GOING TO HAVE TO BE COMING TO COVER THE PIER THAT THAT THE PIER CAN COVER MORE OF ITSELF. SO I LOOK AT THIS AS A FIRST STEP, AN INCREMENTALLY. AND THE GOAL IS TO TRY TO DO THINGS THAT ARE THE LEAST BURDENSOME ON THE CITIZENS OF THE COUNTY. BUT THESE THINGS HAVE COSTS. AND WE CAN'T JUST WAVE A WAND AND DO AWAY WITH IT. AND SO THAT'S SOMETHING THAT WE'RE ALL GOING TO HAVE TO CONTINUALLY WORK ON, TO TRY TO BE ABLE TO FIGURE OUT HOW TO COVER THESE COSTS. AS I MENTIONED TO ONE CITIZEN, YOU KNOW, THAT'S A CONCRETE STRUCTURE THAT'S IN SALTWATER 24 OVER SEVEN, 365 DAYS A YEAR. THERE'S A LOT OF COST TO UPKEEP TO THAT. AND SO WE'VE GOT TO MAKE SURE THAT WE'RE ABLE TO DO THAT FOR THE BENEFIT OF EVERYBODY. SO, I APPRECIATE STAFF'S WORK ON THIS, GOING THROUGH EVERYTHING COUNTY ATTORNEY'S OFFICE, MAKING SURE WE STAY IN COMPLIANCE AND WE DON'T VIOLATE THE STATUTES WITH WHAT WE'RE DOING TO BE ABLE TO HELP THE CITIZENS OF THE COUNTY OUT. SO THANK YOU ALL VERY MUCH FOR YOUR TIME AND EFFORT ON THAT. ABSOLUTELY. ALL RIGHT. YEAH. I MEAN, I TOTALLY AGREE THIS, THIS IS A PRODUCT OF TRYING TO FILL THAT VOID THAT WE WERE TALKING ABOUT, YOU KNOW, AND, MY GUT FROM THE START WAS THE AMOUNT THAT THE LOCALS WOULD BE CONTRIBUTING WOULD BE AN INSIGNIFICANT AMOUNT. AND SO WE'RE LOOKING AT THAT 10 TO 11% ON OUR PROJECTIONS, SO THAT'S YOU KNOW, I THINK THAT'S KIND OF INSIGNIFICANT, AND I THINK THIS, THIS IS A PRODUCT OF LISTENING TO FOLKS, YOU KNOW, LISTENING TO THE PUBLIC AND, AND, YOU KNOW, WE'VE BEEN COMMENDED ON DOING A GOOD JOB FOR THAT. AND WE DID IT WITHOUT A KNEE JERK REACTION. WE METHODICALLY GOT OUR NUMBERS TOGETHER. AND, AND, YOU KNOW, CAME TO THIS POINT WHERE WE ARE HERE TODAY. SO I'M GLAD. I'M GLAD WE'RE HERE. AND YOUR POINT, BILL, YOU KNOW, THIS IS LONG RANGE PLANNING. THIS IS WHAT THIS IS, THIS IS GOING TO HAPPEN OVER ONE SUMMER, ONE SEASON. THIS IS A MULTIPLE SEASON EVENT. YOU KNOW, MULTIPLE YEARS FOR US TO WORK TOWARD, ENHANCING OUR PARK AND REC SYSTEM, AND LIKE YOU SAID, IT JUST IT WON'T IT WON'T HAPPEN OVERNIGHT. BUT THAT'S WHAT THIS IS, IS, IS THINKING OUT, THINKING OUT OF THE BOX A LITTLE BIT AND LOOKING TO THE FUTURE, BUT WITH THAT, THAT'S THAT'S ALL I'VE GOT TO SAY, REALLY. IF THERE'S ANYTHING ELSE. IF NOT, ENTERTAIN A MOTIO, I HAVE ONE MORE THING. I'M JUST, I WANT TO MAKE SURE THAT WE HAVE THE NUMBER RIGHT OF THE LOCALS, WITH THE 11%, BECAUSE WE DID MISS SPRING BREAK, AND WE REALLY DON'T HAVE A NUMBERS FOR A FULL YEAR YET, AND IT'S. WE DON'T CREATE OUR BUDGETS BASED OFF OF A FEW MONTHS OUT OF THE YEAR. SO I JUST CAUTION US THAT MAYBE WE DON'T HAVE THE TOTAL NUMBERS. AGAIN, I WILL SAY THAT I WOULD LOVE TO SEE THE LOCALS PAY ZERO, BUT WE DO HAVE ALL OF THIS DEBT AND I WAS HOPING MAYBE WE COULD PUSH THIS BACK A LITTLE BIT UNTIL WE COULD GET SOME OF THIS DEBT PAID OFF. BUT THAT'S ALL I HAVE. THANK YOU. OKAY ANYTHING ELSE? NOPE OKAY. ALL RIGHT. I'LL MAKE A MOTION TO APPROVE THE PROPOSED FEE SCHEDULE. REDUCING IT TO ZERO. SECOND. ALL RIGHT. WE HAVE A MOTION IN A SECOND, PLEASE CALL THE ROLL.

COMMISSIONER CARROLL. YES, MA'AM. COMMISSIONER DOZIER. YES, MA'AM. COMMISSIONER MOORE. YES, MA'AM. COMMISSIONER PEACE. CHAIRMAN. HAMM. YES MA'AM. ALL RIGHT. NEXT. WE'LL GO INTO

THANK YOU. USE MY COFFIN. CLAIRE GOT ME SICK OVER HERE. OKAY, OKAY. I FORGOT TO ASK YOU YESTERDAY. HOW MANY? WHAT'S THE MILEAGE ON THIS? HOW MANY? OFF THE TOP OF MY HEAD. I'M NOT SURE OF THE DISTANCE OR IT'S. I KNOW IT'S. ABOUT 15 DIFFERENT ROADWAY SEGMENTS. DIFFERENT SEGMENTS.

IT'S THROUGHOUT THE IT'S THROUGHOUT THE COUNTY. YEAH. IT COVERS A GOOD AREA OF THE

[00:20:01]

COMMUNITY. I'M, JUST ALWAYS GLAD TO SEE HAPPEN, TWO THAT REALLY STAND OUT TO ME ARE 27TH AND KINGS ROAD. THAT'S GOING TO BE, IT'S GOING TO BE A VERY GOOD IMPROVEMENT FOR THAT AREA. YES, SIR. AND, CERTAINLY GLAD THIS IS MOVING FORWARD. Y'ALL HAVE DONE A GREAT JOB PUTTING IT TOGETHER.

AND I KNOW IT'S BEEN TOUGH WITH WHAT OUR STAFF HAS BEEN THROUGH WITH FEMA AND TRYING TO TRYING TO ORGANIZE AND JUGGLE ALL THESE DIFFERENT ROADS WITH, WITH THE WITH THE MONEY. THEY'VE HAD THEIR HANDS FULL AND, HATS OFF TO YOU ALL FOR DOING A GOOD JOB WITH IT. THANK YOU SIR. ELSE YES OKAY. ALL RIGHT. THANKS KEITH. ALL RIGHT. CAN I GET A MOTION TO MOTION? SECOND, HAVE A MOTION MULTIPLE SECONDS, PLEASE. CALL THE ROLL. COMMISSIONER MOORE. YES, MA'AM. COMMISSIONER PEACE.

COMMISSIONER DOZIER. YES, MA'AM. COMMISSIONER CARROLL. YES, MA'AM. CHAIRMAN. HAM. YES, MA'A, WE DON'T HAVE ANYTHING FOR PUBLIC HEARING, THIS MORNING, NEXT IS, PUBLIC COMMENT, THIS

[PUBLIC COMMENT (Open to any issue)]

NOW, THE FLOOR IS OPEN TO PRETTY MUCH ANY ISSUE, WHETHER YOU THINK IT PERTAINS. YES, MA'AM.

COME ON DOWN. GOOD MORNING, I'VE COME WITH A GROUP OF PEOPLE. ANNABELLA'S TOWNHOMES, IN PANAMA CITY BEACH. OKAY. COULD YOU PULL UP MIKE DOWN AND GET YOUR. YEAH. I'M SHORT. I'M VERTICALLY CHALLENGED. YEAH. YOUR NAME AND ADDRESS FOR THE RECORD, PAULINE SULLIVAN, 1723 ANNABELLA'S DRIVE, PANAMA CITY BEACH, FLORIDA, AND I'M ALSO PRESIDENT OF THE HOMEOWNERS ASSOCIATION.

SO WE'RE HERE BECAUSE WE HAVE CONCERNS ABOUT THE NUMBER OF ACCIDENTS ON HIGHWAY 98.

IRONICALLY, ON THE WAY HERE TODAY, WE SAW ONE THAT, YOU KNOW, WAS A MESS. AND THIS IS A PROBLEM. AND OUR HOUSE, OUR COMPLEX WAS BUILT BEFORE THE EXPONENTIAL GROWTH IN TOURISM WAS EVER, EVER DREAMED OF. AND ACTUALIZED. SO WE HAVE BEEN LOOKING INTO GETTING A BACK GATE, AND WE WERE TOLD THAT WE WOULD HAVE TO PAVE COLLEY AVENUE AS WELL AS SINGLETARY. AND THERE'S 167 UNITS, IT IS A DIVERSE GROUP OF PEOPLE, BUT WE DON'T HAVE DEEP POCKETS. SO WE ARE KIND OF ASKING. WE ARE ASKING YOU IF YOU COULD USE SOME TOURISM DEVELOPMENT DOLLARS TO IMPROVE THE LOAD BEARING OF COLLEY AVENUE AND SINGLETARY, AND WE WILL WORK WITH YOU AND TRY TO RAISE THE REVENUES THAT WE CAN PUT IN A BACK GATE. THAT WOULD MOVE THE TRAFFIC OVER TOWARDS COLLEY OR, DOWN FRONT BEACH SO THAT IT'S NOT COMING OUT ON HIGHWAY 98. WE THINK THAT IF WE WORK TOGETHER, IT'S A WIN WIN SITUATION BECAUSE UNFORTUNATELY, EVERYBODY KNOWS WE HAVE A LOT OF DROWNINGS HERE. WE ALSO DON'T WANT TO BE KNOWN AS THE ACCIDENT CAPITAL OF FLORIDA. YOU KNOW, BECAUSE THE ACCIDENTS THAT WE SEE ARE HORRIFIC. THEY'RE SPREAD OVER A QUITE A BIT OF SPACE. AND UNFORTUNATELY, THEY'VE EVEN OCCURRED WHEN THE SCHOOL BUS STOPPED. ONE KID ACTUALLY SAW HIS GRANDFATHER IN AN ACCIDENT. SO, WE UNDERSTAND THAT BY DOING THIS, YOU CAN GIVE PEOPLE AN OPPORTUNITY TO, GET TO SEE QUARTERS. AND TODD HARRADINE'S EASIER. WE KNOW THAT THERE WILL BE INCREASED TRAFFIC AND, WE REALLY THINK THAT IF YOU HELP FIX THE ROADS, COLLEY AND SINGLETARY, YOU KNOW, THIS IS A WIN WIN SITUATION FOR THE RESIDENTS AND FOR THE TOURISTS BECAUSE RIGHT NOW, AND I KNOW THAT YOU'RE GOING TO PUT UP A DIVIDER ON HIGHWAY 98. YOU DRIVE DOWN THE ROAD AND YOU'RE TRYING TO CROSS OVER, AND YOU LOOK AT KOA AND OUTCOMES LIKE AN RV, LIKE A TOURING BUS FOR A BAND PULLING A BOAT. THAT'S ALMOST THE SIZE OF THE RV, BLOCKING AT LEAST TWO LANES. SO IT'S JUST NOT A DOABLE SITUATION RIGHT NOW. AND IN TERMS OF PLANNING FOR LONG TERM SAFETY, IF YOU COULD TAKE CARE OF THE ROADS, WE CAN TALK ABOUT, PUTTING IN OUR BACK GATE. IRONICALLY, WHEN WE PAY OFF OUR LOAN FROM HURRICANE MICHAEL. SO THANK YOU FOR YOUR TIME AND CONSIDERATION. YES MA'AM. THANK YOU. ANYBODY ELSE? GUYS LIKE TO HANG OUT AFTER THE MEETING. WE'RE ABOUT DONE AND WE CAN TALK TO YOU ABOUT THIS IN

[00:25:05]

PERSON. YOU KNOW, WE CAN. WE CAN CHAT WITH YOU. OKAY? IS THERE ANYBODY ELSE? NO. OKAY ALL RIGHT. SEE YOU IN THE FLOOR, SEEING NONE, WE WILL CLOSE THE FLOOR AND GO INTO COUNTY ATTORNEY'S REPORT. NO REPORT, MR. CHAIRMAN. NOTHING FROM STAFF. MR. CHAIRMAN. ALL RIGHT,

[CHAIRMAN & COMMISSIONER COMMENTS]

COMMISSIONER COMMENTS? NONE. I DIDN'T THINK YOU WOULD THIS MORNING. YOU'RE STRUGGLING, COMMISSIONER MOORE, DO YOU HAVE ANYTHING FOR US. YES, SIR. JUST WANTED TO SAY EARLY VOTING, I WE SEE THE SIGNS POPPING UP EVERYWHERE JUST TO GET PREPARED FOR THAT. PLEASE DO YOUR CIVIC DUTY. GET OUT AND VOTE, I KNOW WE TALKED ABOUT IT JUST A SECOND AGO, AND WE VOTED ON THAT LAST ITEM. BUT AGAIN, I WANT TO SAY TO THE ROAD AND BRIDGES CREW AND ENGINEERING, EVERYBODY THAT'S WORKED ON THE ROADS AND THE RECOVERY AFTER HURRICANE MICHAEL AND EVERYTHING THEY'VE DONE. I THINK COMMISSIONER DOZIER SAID IT WELL, IS WORKING WITH FEMA AND THE NEGOTIATIONS THAT GO THROUGH. I DON'T THINK OUR CITIZENS UNDERSTAND JUST HOW MUCH TIME AND EFFORT IS PUT INTO THIS BY OUR STAFF, AND JUST WANT THEM TO KNOW WE APPRECIATE VERY MUCH WHAT ALL THEY HAVE DONE TO HELP WITH THOSE RECOVERIES AND GET THESE ROADS TAKEN CARE OF. AND THROUGH THE SURTAX, JUST GETTING ALL THE OLDER ROADS AND EVERYTHING AND MAINTENANCE CAUGHT UP AND EVERYTHING DONE ON THAT END. AND THEN, I SEEM TO BE A BROKEN RECORD WITH THIS, BUT MY HOUSE IS IN FULL SWING SINCE MY WIFE IS A TEACHER. PLEASE BE READY ON MONDAY, AUGUST 12TH, BAY DISTRICT SCHOOLS GOES BACK TO SCHOOL. WE'RE GOING TO HAVE THE KIDS IN THE BUSSES OUT AND ABOUT AGAIN STARTING NEXT MONDAY. THANK YOU. YES, JUST A FEW THINGS I WANT TO TOUCH ON. AND, YOU KNOW, WE'VE ALREADY SPOKEN ABOUT THEM HERE. I JUST WANT TO REITERATE THE, RESURFACING OF THE ROADS THAT OUR STAFF HAS WORKED SO HARD ON. AND, AND I KIND OF TOUCHED ON THE BALANCE OF, OF WORKING WITH FEMA AND OUR, THE SURTAX. AND S, THE CHALLENGE THERE IS PUTTING, PUTTING THE ROADS IN IN PROPER ORDER TO MAKE SURE THE FUNDING IS STRETCHED AS FAR AS WE CAN STRETCH IT. AND I THINK THEY'VE DONE A GREAT JOB WITH THAT, THE FEMA, YOU KNOW, HAS COME BACK AND CREATED SOME EXTRA CHALLENGES FOR US, BUT WE'RE WORKING THROUGH THOSE. AND, BUT I DID MENTION SEVERAL OF THE ROADS ON THERE THAT THAT HAVE BEEN WAITING FOR THE COMMUNITY HAS BEEN WAITING SO LONG FOR THIS RESURFACING PROJECTS, AND WE'RE FINALLY ABLE TO GET TO THEM. SO JUST, KUDOS TO OUR STAFF FOR BEING ABLE TO WORK THROUGH THAT PROCESS. ALSO VERY HAPPY THAT WE'RE ABLE TO MOVE FORWARD WITH THE PIER, THE, THE FEES AT THE PIER TO, NOT TO CHARGE THE LOCAL PEOPLE. I THINK THAT TO ME PERSONALLY, THAT'S A BIG DEAL, THAT WE'RE ABLE TO, TO GET ALL THE INFORMATION BACK, MAKE A EDUCATED DECISION, AS COMMISSIONER HAMM SAID, IT'S JUST NOT A KNEE JERK REACTION.

IT'S AN EDUCATED DECISION. ONCE THE FACTS COME IN. AND SO, WE'RE WE'RE JUST GLAD TO BE ABLE TO. I AM CERTAINLY GLAD TO BE ABLE TO DO THAT. I'VE HAD A LOT OF COMMENTS FROM PEOPLE THROUGHOUT THE COUNTY. AND, I THINK THIS BOARD, DOES A GOOD JOB REFLECTING WHAT THE COMMUNITY DESIRES AND DECISIONS THAT WE MAKE. SO, I JUST WANTED TO, TO, TO SAY THAT, LASTLY, I WANT TO POINT OUT THAT, THE EFFORT FOR THE OLD PASS IS STILL MOVING FORWARD. OH PASS SLASH EAST PAS, SOME PEOPLE KNOW IT AS THE OLD PASS. SOME PEOPLE KNOW IT AS THE EAST PASS. BUT THAT EFFORT IS STILL MOVING FORWARD, A LOT OF DIFFERENT WORK IS GOING ON BEHIND THE SCENES. NOT SO MUCH ON THE SURFACE. AND SO I'M, I'M, CONSTANTLY ASKED ABOUT, WHERE IS THAT GOING? AND DID WE DROP THE BALL ON THAT? AND THE ANSWER IS NO, WE DID NOT DROP THE BALL, IT'S A LONG TERM EFFORT BECAUSE WE'RE DEALING WITH THE, THE DEALING WITH, WELL, PRIMARILY DEALING WITH TALLAHASSEE, WHEN WE DEAL WITH THE BEACHES AND SHORES DEP, ARM OF IN TALLAHASSEE, THEY REQUIRE QUITE AN EXTENSIVE STUDY. AND SO THAT'S WHAT WE'RE DOING. THE CONTRACTOR THAT WE HAVE IS, IS, YOU KNOW, ALMOST IS IN THE THIRD QUARTER OF THAT STUDY. SO IT'S MOVING FORWARD RAPIDLY. I JUST WANT TO KEEP IT, ON PEOPLE'S MINDS THAT WE HAVE NOT DROPPED THAT BALL. WE'RE STILL MOVING FORWARD. AND AT SOME POINT IN THE FUTURE, IT'S MY GOAL AND DESIRE TO SEE THIS AS REALITY.

AND SO, OPENING THE OLD PASS IS A BIG DEAL TO THE LOCAL PEOPLE IN BAY COUNTY. AND WE'RE GOING

[00:30:05]

TO MAKE EVERY EFFORT TO CONTINUE TO MOVE IN THAT DIRECTION AND GET IT DONE. AND THAT'S ALL THAT I HAVE. OKAY. ALL RIGHT, YEP. I'M SORRY. IT'S LIKE, MAN, HE CUT ME OFF. IF YOU JUST BECAUSE CLARE GOT ME SICK, I CAN STILL TALK. DON'T GET ALL CHOKED UP NOW, YEAH. BETWEEN. CLARE, GET ME SICK AND SCHOOL OR DOUG. COPY ALL MY NOTES OVER HERE, I GOT JUST JOKING. DO REMIND EVERYONE IF YOU HAVE NOT REGISTERED TO VOTE, PLEASE GO TO REGISTER TO VOTE. EARLY VOTING HAS STARTED, IT IS EXTREMELY IMPORTANT THAT EVERYONE GOES TO THE POLLS AND VOTE, ONE THING THAT YOU WILL NOT SEE ON THE BALLOT IN THE PRIMARY IS THE SURTAX. THE SURTAX WILL BE ON THE NOVEMBER BALLOT. THE GENERAL, THE SURTAX. IT IS CRUCIAL THAT WE HAVE THAT SURTAX. WE USED TO HAVE TO TRANSFER MONEY FROM THE GENERAL FUND TO THE TRANSPORTATION FUND, WE HAVE NOT HAD TO DO THAT SINCE WE'VE HAD THE SURTAX. BUT JUST, YOU KNOW, WE'VE GOT TO KEEP THAT GOING. IT'S ABOUT 20 MILLION PLUS, WHICH IS JUST FOR ROADS AND SIDEWALKS AND ALL YOU LADIES THAT ARE HERE TODAY THAT THAT IS THE KIND OF MONEY THAT HELPS PUT THOSE PROJECTS FORWARD. SO, PLEASE HELP US KEEP THAT MESSAGE GOING, SAME THING WITH SCHOOL STARTING. WE'RE TRANSITIONING FROM OUR TOURIST TRAFFIC TO SCHOOL TRAFFIC. LOTS OF BUSSES BACK ON THE ROADS, LOTS OF YOUNG DRIVERS. I'M ABOUT TO HAVE ONE, SO JUST BE CAREFUL AND EVERYONE BE SAFE. AND, JUST WANT TO PRAY FOR ANYONE WHO'S IN THAT STORM.

MY DAUGHTER IS IN GEORGIA SOUTHERN AND THEY'RE GETTING PELTED WITH RAIN RIGHT NOW. SO ANYWAY, JUST WANT TO MAKE SURE EVERYONE IS SAFE UP THERE. THANK YOU. ALL RIGHT. JUST A COUPLE THINGS, NEED TO BRING UP. I THINK WE'VE HAD A COUPLE BIRTHDAYS. I BELIEVE OUR ILLUSTRIOUS COUNTY MANAGER HAD ONE YESTERDAY, IF I'M NOT MISTAKEN. AND OUR 24 HOUR CLERK HAS ONE TOMORROW. SO WE WANT TO WISH THOSE GUYS A HAPPY BIRTHDAY. YEAH. AND, OF COURSE, IT'S ALREADY BEEN MENTIONED, BUT EARLY VOTING, I NEED TO SAY THE SAME THING. EARLY VOTING IS GOING ON, AUGUST 20TH IS THE DAY OF THE PRIMARY. THAT'S WHEN YOU KNOW, ALL YOUR ELECTED OR LOCAL LOCAL FOLKS ARE ON THE BALLOT. SO IT'S IMPORTANT LOCAL POLITICS, I THINK, ARE IMPORTAN.

THAT'S WHO GOVERN THE BEST. WHO'S CLOSEST TO THE PEOPLE. AND THAT'S THAT'S THE ONES THAT ARE YOUR LOCAL PEOPLE, AND WITH THAT, I HAVE
