THE APPLICANT IS REQUESTING A CONDITIONAL USE PERMIT TO ALLOW FOR THE PLACEMENT OF A MANUFACTURED MOBILE HOME ON AN R1 SINGLE FAMILY ZONED PARCEL LOCATED AT 5024 EAST 13TH STREET IN THE UNINCORPORATED INCORPORATED SPRINGFIELD AREA.

THE PROPOSED IS NOT IDENTIFIED AS AN ALLOWABLE USE IN THE R-1 ZONING DISTRICT.

CONDITIONAL USE PERMITS DO ALLOW FOR OTHERS AS DETERMINED BY CRITERIA SPECIFIED IN CHAPTER 12 OF THE LDR.

SECTION 1206 OUTLINES THE REVIEW CRITERIA AND IS NOTED BELOW.

STAFF BELIEVES THAT THE REQUESTED USE IS IN KEEPING WITH THE ESTABLISHED PATTERN OF DEVELOPMENT IN THE AREA.

THERE IS A MANUFACTURED MOBILE HOME ON THE ADJACENT PROPERTY TO THE WEST, AS WELL AS A MOBILE HOME PARK AND MULTIPLE OTHER PROPERTIES WITH MANUFACTURED MOBILE HOMES LESS THAN A QUARTER MILE AWAY. IT IS THEREFORE RECOMMENDED THAT THE COMMISSION CONDUCT A PUBLIC HEARING IN ACCORDANCE WITH SECTION 1204 OF THE LAND DEVELOPMENT REGULATIONS.

FIND THE PROPOSED CONDITIONAL USE PERMIT CONSISTENT WITH COMPREHENSIVE PLAN AND LAND DEVELOPMENT REGULATIONS, AND APPROVE THE CONDITIONAL USE PERMIT BASED ON THE RECOMMENDED FINDINGS.

AGRICULTURE. TIMBERLAND TO AGRICULTURE. THE APPLICANT IS ALSO REQUESTED TO CHANGE THE ZONING OF THE PROPERTY FROM AG TO AGRICULTURAL TIMBERLAND TO THE AG.

ONE GENERAL AGRICULTURAL ZONE PROPERTY IS LOCATED AT 15 233 RACETRACK ROAD IN THE YOUNGSTOWN AREA.

THIS PROPERTY WAS FORMERLY USED AS A DIRT SURFACE RACETRACK VENUE, WITH THE EXCEPTION OF A SMALL PORTION OF THE NORTHWEST CORNER OF THE PROPERTY.

IT HAS HISTORICALLY BEEN CLEARED OF TREES AND SHRUBBERY BECAUSE OF THIS PREVIOUS USE.

ADDITIONALLY, THERE ARE SEVERAL PARCELS OF RECORD WITHIN THE IMMEDIATE AREA THAT ARE SMALLER THAN 20 ACRES IN SIZE, MANY OF WHICH ARE BEING USED FOR RESIDENTIAL PURPOSES.

THERE IS EXISTING AGRICULTURE, AGRICULTURE, FUTURE LAND USE, AND AG ONE ZONING DESIGNATIONS.

LESS THAN A MILE AWAY ON THE NORTH SIDE OF HIGHWAY 20, AND THE PROPERTY MEETS ALL THE REGULATION REQUIREMENTS OF THE AGING ONE.

ZONING AND TABLE NINE. ONE OF THE LDR STAFF FEELS THAT THE REQUEST AND AMENDMENT AMENDMENTS ARE COMPATIBLE AND CONSISTENT WITH THE COMPREHENSIVE PLAN AND SURROUNDING AREA. IT'S THEREFORE RECOMMENDED THE COMMISSION FIND THE PROPOSED SMALL SCALE AMENDMENT CONSISTENT WITH THE COMPREHENSIVE PLAN FINDING ZONE CHANGE, CONSISTENT WITH THE COMPREHENSIVE PLAN AND THE LAND DEVELOPMENT REGULATIONS, AND FORWARD A RECOMMENDATION TO THE BOARD OF COUNTY COMMISSIONERS TO APPROVE THE PROPOSED LAND USE AND ZONING CHANGES. WE DID NOT RECEIVE ANY PUBLIC COMMENT REGARDING THIS ITEM.

I CAN ANSWER THAT. THE APPLICANT HAS HAS BEEN WORKING TO FIND A WAY TO BE ABLE TO DIVIDE THIS PROPERTY INTO 210 ACRE PARCELS AND CHANGING THE LAND USE AND THE ZONING WOULD ACCOMPLISH THAT TASK OF BEING ABLE TO DO THAT.

YOU CAN'T DO THAT THE WAY IT'S CURRENTLY ON. THAT'S CORRECT.
