IN THE ADOPTED FY 27 BUDGET, THERE WERE SEVERAL FIRE APPARATUS NEEDS IDENTIFIED, AND WE WERE ABLE TO BUDGET HALF OF THE DEBT SERVICE FOR THOSE NEEDS. THE DEBT COMMITTEE MET ON JANUARY 6TH TO REVIEW THOSE PROPOSALS, AND THE RECOMMENDED RECOMMENDATIONS ISSUED BY PFM. DURING THAT MEETING, THE COMMITTEE VOTED TO GO WITH THE LINE OF CREDIT FROM UNITED COMMUNITY BANK. THIS LINE OF CREDIT HAS A VARIABLE INTEREST RATE. I'M INCLINED TO RECOMMEND TO THE BOARD THAT WE NOT ENTERTAIN THAT PROPOSAL ON THE BASIS OF OVER 20 YEARS OF EXPERIENCE, WE'VE HAD A NUMBER OF PRIVATE UTILITIES IN THE COMMUNITY THAT HAVE COME AND GONE DEFUNCT, AND THE COUNTY THEN OR MUNICIPALITIES END UP HAVING TO TAKE THEM OVER. AND REALLY POOR RATE BASE FOR INFRASTRUCTURE MAINTENANCE. AND SO I JUST FELT AS YOUR CEO, I'M REQUIRED TO BRING THAT TO YOU SINCE WE RECEIVED IT UNSOLICITED. FORTUNATELY OR UNFORTUNATELY, THAT BILL WAS SO INFLATED TO THE TUNE OF MILLIONS THAT THAT MOST PEOPLE UNDERSTAND THAT, YOU KNOW, THE CITIES IN THE COUNTY WOULD NOT MERIT SUCH A BILL. SO UNFORTUNATELY IT HAPPENED. FORTUNATELY, OUR STAFF DID CATCH THE ERROR. IT STILL WENT OUT THROUGH OUR THIRD PARTY VENDOR AS FAR AS GOING THROUGH THE MAIL, BUT WE WERE ABLE TO FRONT THAT WITH A MAILING THAT THEY RECEIVED. THESE 22 CUSTOMERS RECEIVED PRIOR TO THE INCORRECT BILL SAYING THAT THIS IS YOUR CORRECT BILL. THERE WILL BE AN INCORRECT BILL FOLLOWING. PLEASE IGNORE. WE ARE STILL PUSHING FORWARD AND OFFERING OPPORTUNITY FOR YOUNG PEOPLE TO BE ABLE TO TAKE AN ELECTIVE AND PUSH FORWARD IN FIRE, EMS AND KEEP THESE KIDS HOME, WHICH IS A BIG DEAL. GIVE THESE OPPORTUNITIES TO YOUNG PEOPLE WHO MIGHT NOT BE A COLLEGE INDIVIDUAL, BUT WANT TO WORK IN THE WORK FIELD HERE FOR THE COUNTY. AND SO WE ARE. SO THEY'VE GRANTED US THE CLERK'S OFFICE FULL AUTHORITY TO OPERATE THEIR FINANCIAL, THEIR ACCOUNTING AND THEIR FINANCIAL OPERATIONS AND GIVE US ACCESS TO THEIR BANKING ACCOUNTS. NEXT WEEK, MEXICO BEACH MEETS, THEY'RE GOING TO LOOK AT THE SAME RESOLUTION. SO AFTER THEY MEET, SHOULD HAVE ALL THREE OF THE NONPROFITS WHERE THEY HAVE WHERE THEY HAVE GIVEN US AND ALLOWED US TO ACCESS THEIR BANK ACCOUNTS AND THEIR FINANCIAL ACCOUNTING SYSTEMS, WHICH JUST LET YOU KNOW, COMMISSIONERS AND THE PUBLIC, THAT IS, THEY ARE INDEPENDENT COMPANIES, NONPROFIT COMPANIES. AND IT TAKES THAT RESOLUTION FOR US TO BE ABLE TO GET AUTHORIZATION FROM THE BANKS, TO BE ABLE TO SIGN AND GET CONTROL OF THOSE BANK ACCOUNTS.
